HomeMy WebLinkAbout05-24-1982 Regular Meeting376 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 p.m. City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama 36532, on Monday, 24 May 1982. Present were Mayor James P. Nix; Councilmembers Trisha Nelson, C.O. McCawley, David Ed Bishop, and Roy C. White; City Attorney Jim Reid and City Clerk Evelyn Phillips. Councilman Sam E. Box was absent. Minutes of the 10 May 1982 regular session were duly approved. Council reviewed an application for an Off -premises Beer License by Mr. Glen L. Boom, President, Delta Oil Company, Inc., dba the DELTA MART, 150 South Section Street. Several members of the United Methodist Church and the pastor of the First Baptist Church spoke in opposition to the application ... due to the location of the DELTA MART... and Mr. Boom presented his reasons for this second application to the Council. The first application, in July, 1980 was denied approval. After discussion, motion to deny approval carried by the following vote: AYE - White, McCawley, and Bishop. NAY - Nelson. Councilman Bishop moved for final adoption of Ordinance No. 696, an Ordinance to establish a water rate of $.70 per thousand for over 3,000,000 gallons per month consumption by customers outside the city limts(other than West Bald- win customers). Seconded by Councilman McCawley, motion passed unanimously. Councilman Bishop introduced, and moved for the adoption of, the following Resolution. Seconded by Councilwoman Nelson, motion passed unanimously: RESOLUTION NO. 39-82 WHEREAS, the most severe problem facing the City of Fairhope in the area of public facilities has long been recognized as inadequate storm drainage facilities, and WHEREAS, under Title I of the Housing and Community Development Act the Department of Housing and Urban Devel- opment has made funds available to the State of Alabama in order for local governments to address community development needs principally benefiting low -and -moderate income house- holds, and WHEREAS, the City of Fairhope desires to apply for a Community Development Block Grant to address storm drainage needs. 5/24/82 377 NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Fairhope as follows: Section 1. That the City of Fairhope submit an application to the State of Alabama for Community Develop- ment Block Grant funds for the amount of $323,979.00 to construct drainage improvements on and along Middle, Mershon, Pier, Pecan and White Streets, and Fairland Avenue. Section 2. That in conjunction with said grant, the City of Fairhope provide in -kind services to in- clude equipment and labor for the construction of said project as outlined in the detailed cost estimate of the above mentioned application at an estimated cost of $89,045.00 Section 3. That James P. Nix, in his capacity as Mayor of the City of Fairhope, is hereby authorized and directed to execute said application on behalf of the City Council and submit the same for funding considera- tion. ADOPTED THIS THE4'� DAY OF7&[ ' , 1982. ty Gg e Councilman McCawley introduced Ordinance No. 697, an Ordinance to add four definitions to the Definitions Section(No. 4) of the Personnel Rules and Regulations booklet. In order to take action at this time, Council- man White moved to suspend the rules. Seconded by Council- woman Nelson, motion passed unanimously by the following vote: AYE - White, Nelson, McCawley, Bishop, and Nix. NAY - none. Councilman McCawley then moved for final adoption of Ordinance No. 697. Seconded by Councilman White, motion passed unanimously by the following vote: AYE - White, Nelson, McCawley, Bishop, and Nix. NAY - none. Mayor Nix reported on the following bid openings for Civic Center items: Light Fixtures: 5/10/82 opening date Bids received: Stuart C. Irby Co. $47,996.00 Southern Electric Supply 50,714.34 Baldwin Electric Supply 39,150.00 " " " Alt. 35,200.00 Councilman Bishop moved to accept the alternate offer by Baldwin Electric Supply at $35,200. Seconded by Council- woman Nelson, motion passed unanimously. 5/24/82 378 Brick: 5/17/82 opening date Bids received: On C.H.B.(Wood Mold) Brick as manufactured by Bickerstaff Bricks, Inc. $174.00 per M (Delivery - 7 Days.) Riley -Stuart Supply $178.00 per M (Delivery - 4 - 5 weeks) Councilwoman Nelson moved to accept the low bid, provided all specifications are met. Seconded by Councilman Mc Cawley, motion passed unanimously. Councilwoman Nelson moved to hear the following business not on the Agenda. Seconded by Councilman White, motion passed unanimously: Councilman McCawley moved to authorize the Mayor to send a letter of recognition to Fairhope businessman Geoff Cain, See Coast Manufacturing, Inc. on being the only individually owned company in Alabama with an exhibit at the 1982 World's Fair now in progress in Knoxville, Tennessee. Seconded by Councilwoman Nelson, motion passed unanimously. Mayor Nix reported to Council that State Audit on Frederic disaster was finally made March 15-23... FEMA office reports that Audit is being printed and would be sent to Mobile for signatures then back to FEMA(Civil Defense) office in Montgomery for analysis. Audit would then be sent to FEMA Atlanta office, possible second audit, then to Washington with request for payment. This repre- sents a possible 6 to 10 weeks more before payment. Mayor and Council also congratulated Councilwoman Trisha Nelson on the birth of a baby girl, Kathryn Dear- ing Nelson, on May 6, 1982. Meeting was duly adjourned. 61t�L U City C erk
