The Mayor and the City Council of the City of Fairhope, Alabama, met
in regular session at the City Hall in the said City on March 8, 1982,
at 5:30 p.m. C.S.T. In the absence of the Mayor, James P. Nix, the
mayor pro teippore, David E. Bishop, presided as chairman of the meeting
and called the meeting to order. Evelyn P. Phillips, the City Clerk,
acted as clerk of the meeting. On roll call the following were found
to be present: Councilmembers David E. Bishop, Trisha Nelson, Samuel E.
Box, C.O. McCawley and Roy C. White; and the following were found to be
absent: Mayor James P. Nix. The chairman stated that a quorm was present
and that the meeting was open for the transaction of business.
Minutes of the 22 February 1982 regular session were duly approved.
Council reviewed an Off -Premises Beer and Off -Premises Wine License
application by Paul E. Moore dba BAYSIDE GROCERY, at 369 South Mobile
Street. Councilwoman Nelson moved .for approval. Seconded by Councilman
White, motion passed unanimously.
Councilman Box introduced an Ordinance (No. 693) to authorize the
issuance of $2,192,000 principal amount of water revenue bonds. Council-
man Box then moved that the rules be suspended and unanimous consent be
given for immediate consideration of and action on the said ordinance,
which motion .was seconded by Councilman McCawley, and upon the same being
put to vote the following vote was recorded: AYE - Bishop, Nelson, Box,
McCawley and White. NAY - none. The chairman thereupon declared that
the motion for unanimous consent for immediate consideration of and action
on the said ordinance had been unanimously carried. Councilman Box there-
upon moved that said Ordinance'No: 693 be finally adopted, which motion
was seconded by Councilwoman Nelson, and upon the motion being put to vote
the following vote was recorded: AYE - Bishop, Nelson, Box, McCawley,
and White. NAY - none. The chairman thereupon announced that the motion
for adoption of the said ordinance had been unanimously carried.
Councilman Box moved to authorize bid requests on a 1-year Sanitation
(garbage pickup) Contract. Seconded by Councilwoman Nelson, motion passed
unanimously.
Councilman Box moved to authorize bid requests on two police cars.
Seconded by Councilman McCawley, motion passed unanimously.
Councilman Box moved to authorize bid requests on a Lawn Mower for
the Water & Sewer Department. Seconded by Councilwoman Nelson, motion
passed unanimously.

Councilman White moved to authorize Mayor Nix to write the State
Highway Department, with a carbon copy to Resident Engineer Roy Poe,
requesting a resurface of Greeno Road from the end of the present
4-lane and going as far south as possible, at least past Nichols
Street intersection, and, also widening of each lane by 12 feet.
Seconded by Councilman Mc-C� wley, motion passed unanimously.
Mr. Jack Stipes requested that the lights in Knoll Park be turned
off and the money thus saved be given to the old poor folks who can't
pay their utility bills. Mr. Buzz Colling asked that something be
done about the poor trash service.
Councilman White moved to pay bills as presented. Seconded by
Councilman McCawley, motion passed unanimously.
Meeting was duly adjourned.
