HomeMy WebLinkAbout02-15-1982 Special MeetingSTATE OF ALABAMA X COUNTY OF BALDWIN We, the undersigned members of the Fairhope City Council, do hereby waive notice of a special called meeting to be held 15 February 1982 at 5:30 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama, for the purpose of discussing request for an Environmental Impact Statement and Public Hearing; and to hear a report by Mr. Lunsford on bid openings (electrical supplies $ ready -mix concrete) on the Civic Center Complex project. e, 2�z i Councilmem er O City Plerk 351 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in special session at 5:30 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama, on Monday, 15 February 1982. Present were Mayor James P. Nix; Councilmembers Roy C. White, Trisha Nelson, David Ed Bishop, C.O. McCawley, and Sam E. Box City Attorney Jim Reid and City Clerk Evelyn Phillips. The purpose of this meeting was to hear information concern- ing Council's February 8th action to request an environmental impact statement and public hearing on a wastewater treatment plant to be constructed near Daphne, and hear a report on the Civic Center project. Mr. Don Conlin, Eastern Shore Wastewater Treatment Facility explained the project is a joint venture with the City of Daphne. Daphne Councilmember Delores Oates spoke on the need for this project, along with Dr. Tom Yancey and Mr. Malcolm Babb, Daphne Residents. Mr. Conlin and Mr. Charles Peterson reviewed the various steps and agencies already gone through in order to reach the present stage of development. A letter from Mayor Vic Guarisco, Daphne, to the Corps of Engineers requesting that a statement and -public hearing not be made in order to speed up the construction of the needed treatment plant.was read by Councilman McCawley. Dr. Barry Boothe and Mr. John Borum spoke in favor of requesting the public hearing. They are not against the treat- ment facility but are against the effluent being discharged into the Bay. Both felt a public hearing might result in a better or alternative method of treatment than that proposed by the Eastern Shore Wastewater Treatment company. Mr. Conlin stated he was not opposed to a public hearing but he felt a request by the Fairhope City Council for a Corps of Engineers EIS and Hearing would carry a lot of weight and such an undertaking would delay the project some one or two years. After deliberations, Councilman McCawley moved to rescind the action taken by the Council on February 8th(requesting the Corps to do an EIS and public hearing). Seconded by Councilman White, motion carried by the following vote: AYE-McCawley, White, Box, and Bishop. NAY - Nelson. Mr. Bob Lunsford reported to Council that only one bid was received on electrical supplies(opened 2/11) and only one bid was received on ready -mix concrete(opened 2/12) for the Civic Center Complex., Baldwin Electrical Supplies and Coastal Concrete were the only respondents to the bid requests.
