HomeMy WebLinkAbout01-11-1982 Regular Meeting340 STATE OF ALABAMA COUNI.'Y OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 p.m. City Administration Building, 387 Fairhope Avenue, Fairhope, Al. 36532. January 11, 1982 Present were Mayor James P. Nix; Councilmembers Trisha Nelson, Roy C. White, David Ed Bishop, C.O. McCawley, and Sam E. Box; City Attorney Jim Reid and City Clerk Evelyn Phillips. Minutes of 28 December 1981 regular session were duly approved. Councilman Box moved to approve an application for a Beer On/Off Premises License and a Wine On/Off Premises License by Reuben Hytower, dba HYTOWER'S GAME ROOM, at 556 Young Street. Seconded by Councilman White, motion passed unanimously. The following bids on a truck for the Gas Department were opened: Gaston Motor Company $9,145.35 less trade-in allowance 1,400.00 $ 7,745.35 Steber Chevrolet Company 10,291.63 less trade-in allowance 2,100.00 8,191.63 Councilman Box moved to accept the low bid, provided all specifications are met. Seconded by Councilwoman Nelson, motion passed unanimously. Mayor Nix advised Council that grade ordinances and improvement ordinances were ready on the public improvements assessments program and that a last minute request by Mr. Matt Dial(to be included in the project) could be possible if Mr. Dial agreed to pay all costs of the improvements he desired on Commercial Park Drive and the two alleys east and west of Commercial Park Drive. Mr. Ack Moore and Mr. C.O. McCawley said this had been discussed with Mr. Dial and he was in agreement. The following ordinances were then introduced, which included Mr. Dial's project: Councilman White introduced Grade Ordinance No. 686. In order to take action on this ordinance at this time, Councilman Box moved to suspend the rules. Seconded by Councilman Bishop, motion passed unanimously by the follwoing vote: AYE - White, Bishop, McCawley, Nelson, Box, and Nix. NAY -none. Councilman White then moved for final adoption of Grade Ordinance No. 686. Seconded by Councilman Box, motion passed unanimously by the following vote: AYE - White, Bishop, McCawley, Nelson, Box, and Nix. NAY - none. Councilman Bishop introduced Improvement Ordinance No. 687. In order to take action on this ordinance at this time, Councilman White moved to suspend the rules. Seconded by Councilman Box, motion passed unanimously by the following vote: AYE - White, Bishop, McCawley, Nelson, Box and Nix. NAY -none. Councilman Bishop then moved for the final adoption of Improvement Ordinance No. 687. Seconded by Councilman White, motion passed unanimously by the following vote: AYE - White, Bishop, McCawley, Nelson, Box, and Nix. NAY -none. Councilman Box advised Council that the last Gas Rates Ordinance, passed in October „..981, needed to be revised by an increase of approximately 4 cents. per hundred cubic feet. (1/11/82) 341 Councilman Box introduced Ordinance No. 688, an Ordinance establishing new Gas Rates for all City of Fairhope Gas Customers. In order to take action on this ordinance at this time, Councilman McCawley moved to suspend the rules. Seconded by Councilman White, motion passed unanimously by the following vote: AYE - White, Bishop, McCawley, Nelson, Box and Nix. NAY - none. Councilman Box then moved for final adoption of Ordinance No. 688. Seconded by Councilman McCawley, motion passed unanimously by the following vote: AYE - White, Bishop, McCawley, Nelson, Box and Nix. NAY - none. Councilman McCawley introduced, and moved for the adoption of the following Resolution. Seconded by Councilman. Bishop, motion passed unan- imously: Resolution No. 29-82 BE IT RESOLVED by the Mayor and Council of the City of Fairhope, Alabama, to request an extension on that certain note payable to First National Bank of Baldwin County in Fairhope, known as the FEMA note, in the principal amount of $146,001.00 for six months at an annual interest rate of 7-2 per cent(7.5%), begin- ning 13 January 1982. ADOPTED THIS llth DAY OF JANUARY, 1982. 01 N WMI)o Mayor Nix introduced the following Resolution. Councilman Box moved to adopt, seconded by Councilman McCawley. Motion passed unanimously: Resolution No. 30-82 WHEREAS, the present economic crisis and high unemployment is causing devastating financial hardship on millions of Americans, and WHEREAS, our President, Congress, Business Leaders and Labor Unions have recognized the need for major reforms, and are taking steps to correct our mistakes, and WHEREAS, much of our trouble is caused by foreign competition and imports. NOW 'THEREFORE BE IT RESOLVED, that the Mayor and Council of the City of Fairhope prohibit the purchase by the City of any supplies or equipment that is not made in America, if an American made product is available. (1/11/82) 342 BE IT FURTHER RESOLVED, that we encourage all of our citizens to join with us in this effort to improve our economy and show our faith and support for the American businessman and worker by purchasing American made products. ADOPTED THIS THE // DAY OF JANUARY, 1982 City Clef Councilman White moved to authorize the Mayor to contact the Board Members, Thomas Hospital, and as many others as he might see fit, regarding the possibility of an egress/ingress road from the Hospital East to Greeno Road. Seconded by Councilman Bishop, motion passed unanimously. Building Official Bob Lunsford reported on the recent bid opening on Phases 4,5,6,7,8, and 9 of the Civic Center project. Councilman Bishop moved to reject all bids on Phases 4,6,and 9; to accept the Anderson & Associates bid of $7,971.00 on Phase 7; and to negotiate on Phase 5 and 6. (No bid received on Phases 5 and 8). Seconded by Councilman McCawley, motion passed unanimously. Councilman White reintroduced an Ordinance to amend the Zoning Ordinance according to the suggestions.and changes desired by the Planning & Zoning Board. A public hearing on this amending Ordinance will be held Feb. 8th. Councilman White introduced the new officers of the Volunteer Fire Department. Councilman McCawley moved to pay the bills as soon as fiords were avail- able. Seconded by Councilman Box, motion passed unanimously. Councilman White moved to pay Moore Engineering Company an invoice for $1,996.90 on some extra work not included in the CEIP Grant on the Section Street Project, as soon as funds could be found. Seconded by Councilman Bishop, motion passed unanimously. Meeting was duly adjourned. City Clef 11
