The City Council, City of Fairhope, met in regular session at 5:30 p.m.
City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama on
Monday, 14 September 1981.
Present were Mayor James P. Nix; Councilmembers C.O. McCawley, Sam
E. Box, Trisha Nelson, Roy C. White, and David Ed Bishop; City Attorney
Jim Reid and City Clerk Evelyn Phillips.
Minutes of the 24 August 1981 regular session and the 28 August 1981
special session were duly approved.
Mayor Nix presented Water and Sewer Department Supt. Mike Rejczyk
with the following awards won by his department during the recent annual
Alabama Waterworks Control Board convention:
Best Operated Wastewater Plant - State of Alabama
and
Best Operated Waterworks Plant -State of Alabama.
. (Cities of 10,000 - 25,000 population)
This is the fourth time Fairhope's Water and Sewer Department has earned
this honor. They won for three consecutive years, which made them ineligible
to win for the next three years, and this, the first year they became eligible
again, marks the fourth time'for Fairhope to be honored with this recognition.
Bids were opened on employee uniforms:
White Swan Uniforms: $6.50 per man per week, firm for 3 years,
Emblems provided at cost if required, New
Lost Uniforms-$20.00 charge, Used Lost
Uniforms-$12.00 charge
Fairhope Laundry: $6.50 per man per week, $7.10 per man per
week an Supervisors, $.15 each for name
tags installed,,$1.50 each(approx) for
emblems installed, long sleeves in season
included, No. Charge for alterations, terms
good for 24 months but with a review at 12
months, Matching jackets available for pur-
chase at $15.00 each, cleaned for $1.00 each
as needed.
Councilman Bishop moved to accept the low bid, provided specifications are
met. Seconded by Councilman McCawley, motion passed unanimously.

Councilman White moved to sell the vehicles to the high bidder(Equipment
Sales Co). Seconded by Councilman McCawley, motion passed unanimously.
Bids were opened on conversion of vehicles to natural gas fuel:
Ultra Fuels, Inc. $79,870.00 w/option $84,190.00
Nu -Fuel, Inc. $79,305.00
Phillips Corp. $86,268.00
Councilman Box moved to take these bids under advisement, and have a
recommendation ready for the next regular session of the Council. Seconded
by Councilwoman Nelson, motion passed unanimously.
Mayor Nix asked for nominations for an appointee to the Harbor Board
to fill Mr. Colling's unexpired term(to May 1982). Councilman Box nomin-
ated Mr. Norris Smith, 840 Ban Secour Avenue. There being no other nom-
inations, Councilman Bishop moved to close the nominations. Seconded by
Councilman White, motion passed unanimously. Mr. Smith is appointed to
the Harbor Board.
Councilman McCawley moved to authorize the Mayor to sign a Release
and Indemnification Agreement as recommended by Attorneys John Duck and
Paul Myrick to finalize settlement with New England Life Insurance relative
to transfer of assets from New England to the new retirement plan carrier,
Alabama State Retirement Systems. Seconded by Councilman. Bishop, motion
passed unanimously.
Councilman Box moved to authorize bid requests on pipe for the Gas
Department. Seconded by Councilman Bishop, motion passed unanimously.

Mayor Nix stated that he would like`to recoammd that the City be
responsible for next year's Fourth of July celebration and involve as
many local service and civic groups as would like to participate rather
than turn the celebration over to just one club or organization; and he
would like to appoint Councilman McCawley as Chairman of this project.
So moved by Councilman. Box, seconded by Councilman White. Motion passed
unanimously.
Consulting Engineer Ack Moore presented a drainage proposal which he
termed "Phase I" of possible three stages. The area covered was roughly
Big Head Gully; from Fairhope & Section south and west to the Bay. Mr.
Moore estimated the cost at approximately $585,000 and stated plan would
hinge on a holding pond in a 16-acre area owned by the Single Tax Corpor-
ation. Mr. Moore said he estimated a cost of approximately $430 per R-1
lot, $301 per R-2 lot, and $215 per R-3 lot. Ditches would be paved
with concrete in bottom up to 18" to 24" on each side, with grassing above
that. Much general discussion was held with some 5 or 6 people in the
audience participating. Mr. Geoff Cain and his mother suggested a sales
tax be levied to pay for drainage projects. Councilmembers who expressed
an opinion stated they would not be in favor of earmarking any revenue.
Mayor Nix suggested the news media give sane publicity to the idea of a
sales tax and ask citizens to contact him and the Council as to their
feelings on the subject.
Councilman White moved to pay bills as presented. Seconded by
Councilman Bishop, motion passed unanimously.
