HomeMy WebLinkAbout08-24-1981 Regular Meeting311 STATE OF ALABAMA COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 p.m. City Administration Building, 387 Fairhope Avenue Fairhope, Alabama 36532 on Monday, 24_August 1981. ' Present were Councilmembers David Ed Bishop, Roy C. White, Trisha Nelson, Sam E. Box, and C.O. McCawley; City Attorney Jim Reid and City Clerk Evelyn Phillips. Mayor James P. Nix was out of town. Mayor Pro-Tempore David Ed Bishop presided in the absence of Mayor Nix. Minutes of the 10 August 1981 regular session were duly approved. A request by the Mitchell Corporation for the City to hold a public hearing to determine the need for the Mobile dousing Board and the Housing Assistance Corporation of Mobile to con- struct some 50 housing units for low-income rentals within the City of Fairhope was discussed. City Attorney Reid said this was legally possible. Several Councilmembers said they had been contacted by the present tenants of the Mitchell Corpora- tion's development(retirees and elderly persons) who expressed concern about the new housing being available to young families with attendant traffic and juvenile problems. Consensus was to reserve the area for elderly housing. Councilman Box moved to deny the request. Seconded by Councilwoman Nelson, motion passed unanimously. Councilman Box moved to authorize advertisements for bids on some obsolete city vehicles, the vehicles to be numbered in the notices and offered individually and by lot, with a reserve on the right to reject any and all bids. Seconded by Councilman McCawley, motion passed unanimously. Councilman Box moved to hear the following business not on the Agenda. Seconded by Councilwoman Nelson, motion passed unanimously: Mr. Ack Moore, Moore Engineering, advised Council bids on the Coastal Energy Impact Grant Section Street Project would be opened at 10:00 a.m. Tuesday, August 25th, at City Hall. Mr. Moore was questioned about the report that Mr. Les Boone and Mr. Les Bung were concerned about their property in the Project area. Mr. Moore was not sure but he and Attorney Reid were asked to contact these people the next morning to determine if an easement was necessary. Councilwoman Nelson moved to hold a special Council session at 5:30 p.m., Wednesday, 26 August 1981 to hear the results of the bid opening if Moore could have his tabulations ready by that time. Seconded by Councilman McCawley, motion passed unanimously. 312 Mr. Moore was asked to present the drainage plans he has been working on for some time at the next regular Council session. Councilman McCawley moved to hear the following business not on the Agenda. Seconded by Councilwoman Nelson, motion passed unanimously: Councilman Box explained to Council that an 8" sewer line in the Miller and Rosa Streets area for which former property owner Isadore Reynolds had paid some �753.40 could not be used by present property owner Russ Kilgore in developing the property. ..The City is requiring Mr. Kilgore to pay for a new sewer line and part of the cost of a b" waterline. Councilman Box moved to allow a credit of $753.40 to be applied_against Mr. Kilgore's share of the water- line cost as a gesture of cooperation with the developer. Seconded by Councilman White, motion passed unanimously. Councilman White complimented Councilman Bishop, the Mayor, and the Electrical Department on the tree lights in Knoll Park. Councilman Box suggested the Street Department put up some "No U Turn" signs on Fairhope Avenue. t Councilman McCawley suggested the white lines on Fairhope Avenue at the Section Str:E.t intersection be moved back several feet so Westbound Fairhope Avenue traffic would not block traffic turning east off Section Street.
