The City Council, City of Fairhope, met in regular
session at 7:00 p.m. City Administration Building, 387
Fairhope Avenue, Fairhope, Alabama, on Monday, December
22, December 1980.
Present were Mayor James P. Nix; Councilmembers C.O.
McCawley, Sam E. Box, Trisha Nelson, Roy C. White, and
David Ed Bishop;'City Attorney John Duck and City Clerk
Evelyn Phillips.
Minutes of 8 December 1980 regular session were duly
approved.
Mayor Nix announced Mrs. Leona Newman had resigned
from the Planning and Zoning Commission and he asked
Council approval of his appointment of Mrs. Cindy
McBrearty. Seconded by Councilman White, motion passed
unanimously.
Councilman McCawley moved to authorize the Mayor
and City Clerk to pool City monies for investment pur-
poses. Seconded by Councilman Bishop motion passed
unanimously.
Councilman White introduced Ordinance No. 663.
an Ordinance to amend Ordinance No. 662 by requiring
record -keeping procedures for ALL persons,
firms, and corporations dealing in second-hand articles
of gold, silver, etc. In order to finalize action on
this Ordinance, Councilman McCawley moved to suspend
the rules. Seconded by Councilman Box, motion passed by
the following unanimous vote: AYE-Councilmembers
White, Box, McCawley, Nelson, and Bishop. NAY -none.
Councilman White then moved for Final adoption of Ordinance
No. 663. Seconded by Councilman Bishop, motion passed
unanimously.
Councilwoman Nelson introduced an Ordinance to approve
the introduction of fluorides into the water supply of` the
City in accordance with the regulations of the State
Health Department.
Mayor Nix advised Council that he had received notice
the the Federal Energy Commission had granted.a five -month
suspension on the Alabama Power Company's requested January
1st rate increase.
Councilman Box moved to hear the following items not on
the Agenda. Seconded by Councilman McCawley, motion passed
unanimously:

Councilman Bishop moved to authorize the Mayor to petition
CETA organization for a parks rehabilitation project. Seconded
by Councilman White, motion passed unanimously.
Councilman White reported on the recent meeting with offi-
cials from the State Highway Department relative to widening
of Greeno Road. Councilman White said the Department lacked
funds and were more inclined to see this work done in some
four to five years from now. It was decided to seek a meet-
ing with the County Commissioners for a discussion as to what
the City and County might be able to do.
The Electric Department requested bids to be opened on this
date, however, only one bid was received. Councilman Bishop
moved to reject this bid, unopened, and move the bid -opening
date forward to January 12th in hope that more bids will be
received. Seconded by Councilman McCawley, motion passed
unanimously.
Councilman McCawley moved to pay bills as presented.
Seconded by Councilwoman Nelson, motion passed unanimously.
Meeting was duly adjourned.
