COUNTY OF BALDIMI
The City Council, City of Fairhope, met in regular session at
7:00 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope
Alabama on Pironday, 8 December 1980,
Present were: Mayor James P. Nix; Councilmembers David Ed Bishop
Roy C. White, Trisha Nelson, Sam E. Box, and C.O. MCCawley; City
Attorney John Duck and City Clerk Evelyn P. Phillips.
Minutes of 24 November 1980 regular session were duly approved.
Councilman Bishop moved to advertise for bids on a new bucket
truck for the Electric Department. Seconded by Councilman Box,
motion passed unanimously.
Councilman Bishop moved to accept the following Performance Bonds.
Seconded by Councilman White, motion passed unanimously:
$128,446.56 on Unit II, Covered Bridge Estates by
Major Homes, Inc.
$ 35,071.18 on Twin Echo Estates by J & D Partners
Councilman Box moved to authorize the Mayor to sign a 10-year �
(with 10-year optional renewal) Lease on approximately 7.6 acres
lying near our present landfill for use as a debris (no garbage)
site and source of fill -dirt. The City is leasing this land from
the Baldwin County Board of Education and in lieu of cash payments
will provide saver service to the Fairhope Intermediate School.
Seconded by Councilman. McCawley, motion passed unanimously.
Building Official Bob Lunsford reported he had received a
letter from Realty Partners, Inc., requesting an extension on their
parking and landscaping performance bond, covering Baldwin Square,
which expired December 1st. Councilman 126-Cawley moved to approve
a 4-week extension. Seconded by Councilman Box, motion passed unanimously.
Mayor Nix informed Council that the City had a policy until February
1978, of paying for employees' medical insurance in full whether or not
the premium was for individual or family coverage. Since February 1978
the Policy has been to pay only the individual premium and those employees
needing family coverage had to pay the premium difference. In this 3
year period, only seven employees are paying this premium difference
and the Mayor recommended a return to the old policy of full payment for
all. Councilman McCawley moved to return to the old policy. Seconded
by Councilwoman Nelson, notion passed unanimously.
Councilwoman Nelson introduced, and moved for the adoption of, the
following Resolution. Seconded by Councilman Box, motion passed unanimously:

RESOLUTION
WFEREAS, the Recreation Board of the City of Fairhope
plans to secure BOR matching finds for the
Volanta Recreation Complex construction.
BE IT RESOLVED BY THE 14AYOR AND COUNCIL of the City of
Fairhope that the City will appropriate funding
for the Recreation Board's matching portion of
the BOR grant if the Recreation Board is unable
to meet payment deadlines.
ADOPTED THIS 8th DAY OF DECE.MBER, 1980.

Mayor Nix reported he had received an update from the Census
Bureau and Fairhope's 1980 population figure is now 7,209 instead of
the 6,959 previously reported. Mayor Nix also reported Chief Gilheart
is organizing a Reserve Police Force to consist of 12 volunteers who
will assist the -Police when called upon.
A letter of resignation was received by the Recreation Board from
Councilwoman Nelson. Ms. Nelson explained she wishes to continue serving
as an advisory member but feels a conflict when called upon to vote upon
matters before the Recreation Board and the City Council.
Councilman. Box moved to hear the following business not on the
AGENDA. Seconded by Councilman McCawley, motion passed unanimously:
Counciluu= Nelson nominated Mr. Roy Loyd to fill the Recreation
Board position created by her resignation. Councilman Bishop nominated
Officer Jerry Anderson of the FPD. There being no further nominations,
Councilman Box moved the nominations be closed. Seconded by Councilman
White, motion passed unanimously. Mayor Nix called for a vote on the
two nominees for the unexpired Recreation Board term:
Loyd Anderson
Box McCawley
Nelson Bishop
White
Mr. Loyd is appointed.
Councilman McCawley moved to pay bills as presented.' Seconded
