Councilmember Councilmember Attest it4D. yv—e r 209 The City Council, City of Fairhope, met in special session at 5:30 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama, on Monday, 22 September 1980. The purpose of this meeting was to discuss drainage with the Planning & Zoning Board. Present were Mayor James P. Nix; Councilmembers Trisha Nelson, Jack Stipes, and C.O. McCawley; City Attorney John Duck and City Clerk Evelyn Phillips. Absent: Councilmembers David Bishop and Sam Box. Planning & Zoning Board members present were Pierce Frederick, Cecil Pitman, Roy White, Ted Bennett, John Parker, Councilman Stipes and Mayor Nix. Mr. Don Pruitt, SARPC, and Mr. Ack Moore, Engineer, were also present. The Planning & Zoning Board requested this meeting in order to acquaint the Council with the problems they were encountering in trying to deal with developers relative to drainage. The Board was seeking information as to whether a drainage plan for the area was being prepared; if not could a plan be prepared; what should their standards or guidelines be in the absence of a comprehensive drainage plan. The Board was advised that Moore Engineering is in the process of preparing a plan for the corporate area. There is also an application pending for funding a comprehensive drainage plan. (Big Head Gulley). A specific problem was presented for discussion. Mr. Jack Pope is awaiting Planning & Zoning approval for two developments - Covered Bridge Estates and Town & Country Estates. Consensus was: drainage questions on Covered Bridge Estates can be answered when plan is available for Big Head Gulley; drainage questions on Tawas & Country Estates can not be answered at this time and there is presently no study underway for that area. Mr. Parker requested Council write a letter to the Board stating this. Mayor Nix stated he would have a letter written but did not agree to the necessity of a letter. Everyone agreed a comprehensive drainage plan is needed but how to obtain a plan, and to finance its implementation, was not resolved. Meeting was adjourned. [OVIRWRIA"961 ty W
