HomeMy WebLinkAbout05-12-1980 Regular MeetingI 174 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 7:00 P.M., City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama 36532, on Monday, 12 May 1980. Present were Mayor James P. Nix; Councilmembers Sam E. Box, Sr., Trisha Nelson, Jack A. Stipes, and David Ed Bishop; City Clerk Evelyn Phillips. Councilman. C.O. McCawley and City Attorney John Duck were out of town. Minutes of the 28 April 1980 regular session were duly approved. A Public Hearing was held on the rezoning request by Russell Kilgore. No one present was opposed to the request. The Planning & Zoning Board recommended the request be approved. Mr. Kilgore presented plans showing the proposed office building to be constructed on the site. Councilman Stipes introduced an ORDINANCE to amend the Zoning Ordinance (No. 557) in respect to Lots 11, 12, 13, 14, 15, 16, 17, and 18; Block 6; Volanta Subdivision; as recorded in Map Book 1, Page 34; located between Volanta and Miller Avenues, fronting on Section Street; changing the classification from R2 Medium. Density Single Family Resi- dential to B4 Business & Professional. A Bid Opening was held 9 May 1980 on the Street Resurfacing Project with the following bids received: Per Ton H.O. Weaver & Son $126,000 M.C. Williams Co. $128,720 33.18 Valta Construction $138,400 34.60 Timco, Inc. $159,600 39.90 Building Official Bob Lunsford reported all bids in order according to specifications and recommended approval of Low Bidder H.O. Weaver & Son. Councilman Stipes moved to authorize the Mayor to execute a contract with Weaver, and to use United Gas Pipe Line's refund monies to fund the project. Seconded by Councilwoman Nelson, motion passed unanimously. Councilman Stipes discussed the widening of 30 feet of Ingleside Street between Murphy and Nichols Avenue near Thomas Hospital This will be discussed further at a later meeting. A Bid Opening was held 12 May 1980 on the paving and gutter work Morphy Street Project, and Mr. Claude Arnold reported that two sets of plans were picked up; however, only one bid was received. Mr. Arnold recommended approval of Valta Construction Company's bid of $28,617.50 (Alternate B less topsoil, headwall on Double 48" pipe, solid sod, and sprigging). Councilman. Stipes moved to authorize the Mayor to execute a contract with Valta. Seconded by Councilman Bishop, motion passed unanimously. Bids were opened on 15" pipe to be used at intersection of Fairhope Avenue & Ingleside Street: (May 12,80) 175 Choctaw Pipe $ 5.68 ft. Fayco, Inc. 5.90 ft. Ala. Metal Forms Co. 5.13 ft. Councilman Box moved to accept the low bid, provided specifica- tions are met. Seconded by Councilwoman Nelson, motion passed unanimously. Gent. Supt. Phil Rutherford was to report on the cost of leasing compared to purchasing a truck to pull garbage trailer to the landfill; however, Mr. Rutherford reported that our present truck had been repaired and he and Mr. Mason believed it can now handle the job. Since several bids had been submitted on this truck, Councilman Box moved to reject all bids and return them to the bidders. Seconded by Councilman Bishop, motion passed unani- mously. Mayor Nix recommended to Council that decks be added to the piers on Orange and Pecan Streets now under repair by Evans Con- struction Company. The decks, one on each pier, would cost approx- imately $900 to be paid out of the beach fund; Mr. Bishop moved for approval, seconded by Councilman Stipes. Motion passed unan- imously. Councilman Box moved to advertise for bids on a sewer pump station, installation by City, and a 10" force main sewer line, total contracted job, from Pecan to Fels & Church. Seconded by Councilman Stipes, motion passed unanimously. Councilman Bishop had several questions about the summer fees for the use of the Swimming Pool. He had received several complaints that the fees were too high since the Pool operation had been turned over to the YMCA for this summer. Councilwoman Nelson explained the advantages expected from this plan and reported that the fees had been reduced to $50.00 for intown and $60.00 out-of-town families. Mayor Nix recommended a 3' wide sidewalk between Fels & Pier on the west side of Mobile Street be added to the CETA sidewalk project. Councilman Stipes so moved, seconded by Councilman Box. Motion passed unanimously. Mayor Nix reported that, in order to comply with the Supreme Court's ruling, a Hearing Officer should be appointed to hear and adjust disputed Utility Bills when delinquent co nsumers are advised of a cut-off date. Councilman Bishop introduced, and moved for the adoption of, the following Resolution. Seconded by Councilman Stipes, motion passed unanimously: RESOLUTION BE IT RESOLVED BY THE MAYOR AND COUNCIL of the City of Fairhope that James Gillespie be appointed the Utility Bills Hearing Officer in order that our de- linquent notices may provide this necessary informa- tion to those consumers found to be delinquent 'and scheduled to be disconnected. (May 12,80) 176 ADOPTED this 12th day of May, 1980. I Councilman Bishop introduced an,ORDINANCE to adopt the latest editions and amendments to the Southern Building, Gas, Plumbing, Etc., Codes. Councilman Box moved to pay bills as presented. Seconded by Councilwoman Nelson, motion passed unanimously. Councilman Stipes moved to hear the following item not on the Agenda. Seconded by Councilman Box, motion passed unanimously. Councilman Stipes moved to advertise for bids on clearing storm debris from Big Head Gully. Seconded by Councilman Box, motion passed unanimously. Councilman Box moved to hear the following two items not on the Agenda. Seconded by Councilwoman Nelson, motion passed unan- imously. Councilman Stipes moved to increase the rate of pay to $3.25 per hour for the men working the Ticket Booth at the Beach. Seconded by Councilman Bishop, motion passed unanimously.
