HomeMy WebLinkAbout04-14-1980 Regular Meeting167 STATE OF AIABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 7:00 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama 36532, on Monday, 14 April 1980. Present were Mayor James P. Nix; Councilmembers C.O. McCawley, Trisha Nelson, Sian E. Box, Sr., Jack A. Stipes, and David Ed Bishop; City Attorney John Duck and City Clerk Evelyn Phillips. Minutes of 24 March regular session and 9 April special session were duly approved. Mayor Nix asked for a report on the Delta Plumbing Company matter. After some discussion, this will be taken under advisement for action at a later date. th e Mayor Nix also reported that the bids received on the storm repair to the Municipal Pier.had run into a problem. The low bid by Eastern Shore Builders & Fairhope Paving Company (a joint venture) of $234,043.35 as reported at the March 24th regular session was some $90,000+ over the DSR's estimated costs. M-TA had written to say they recommended this be rebid as they felt the overrun did not reflect reasonable costs. Councilman Box moved to reject all bids on the Pier project as per FEMA's recommendation. Seconded by Councilman Stipes, motion passed unanimously. Councilman Box then moved to advertise for bids on the Pier project. Seconded by Councilwoman Nelson, motion passed unanimously. Councilwoman Nelson submitted a report to the Council from the Civic Center Committee. The Committee reported their findings to be (1) a Civic Center is desirable and feasible, (2) the cost for the building would be approximately 1.5 to 2.2 Million Dollars, and (3) the Municipal Park on Greeno Road would be the most desirable site. Councilwoman Nelson, voiced a Thank You to the Committee and commended then on a good job. This report will be taken under advisement for further study by the Council. Mr. Claude Arnold reported the bid openeing on pipe for the Morphy Street Project. Three bids were received: Valta Construction 526,424.65 Mitchell Company §23,900.00 Fairhope Paving $22,500.00 Mr. Arnold reported specifications were met and bids were in order (Apr'..14' 80) and recommended acceptance of the low bid by Fairhope Paving Company. Councilman Stipes moved to authorize a contract on this. Seconded by Councilman Box, motion passed unanimously. Councilman Stipes moved to authorize City Superintendent Rutherford to present the costs of the pipe and engineering fees to the Single Tax Colony(on Morphy Street Project) for approval and payment. Seconded by Councilman McCawley, motion passed unanimously. Councilman Box moved to advertise for a Public Hearing on May 12th on the rezoning request by J. Russell Kilgore. Seconded by Councilwoman Nelson, motion passed unanimously. Councilman Box moved to have carpet installed in the Utility Clerks' area of City Hall, Seconded'by Councilman Stipes, motion passed unanimously. Councilman Bishop moved to authorize the Mayor to execute a contract with South Central Bell Company setting pole rental rates at $7.00 per pole. Seconded by Councilman McCawley, motion passed unanimously. Councilman Box moved to advertise for bids on two police cars. Seconded by Councilman Bishop, motion passed unanimously. Councilwoman Nelson nominated Mr. Ion Smith for re -appointment to the Recreation Board, There being no other nominations, Councilman Box moved the nominations be closed. Seconded by Councilman McCawley, motion passed unanimously. Mr. Smith is re -appointed to the Board. Councilwoman Nelson moved a letter.be sent to the Mitchell Corporation asking that they clean up the litter in Eastern Shore Shopping Center and that a copy of our litter ordinance be enclosed. Seconded by Councilman Bishop, motion passed unanimously. Councilwoman Nelson moved the charges for cars on the Beach be'raised to $5.00 per car. Motion died due to lack of a second. Councilman Box nominated Mrs. Elouise Benford for appointment to the Library Board. Councilman Stipes nominated Dr. Maurice L. Rider. There being no other nominations, Councilman Stipes moved the nominations be closed. Seconded by Councilwoman Nelson, motion carried with Councilman Bishop abstaining. Mrs. .= Councilmember Stipes " " McCawley Benford is appointed to the Board Councilman McCawley moved to increase the mileage allamnce to employees who have to use personal autos on City business to $.20 per mile. Seconded by Councilman Box, motion passed unanimously. (Apr. 14180) 169 A delegation from Christian Valley Baptist Church addressed the Council about drainage problems and asked about annexation. Mayor Nix explained the procedure for annexation and promised to have the drainage problem looked into as soon as possible. Mayor Nix announced there is a grant available to the Police Department from the Office of Highway Traffic & Safety Department which would pay half the cost of a new radar unit. The City's cost would be about $950.00. Councilman Bishop moved to go ahead with the radar order and to also order 10 vests, 4 helmets, and 1 gas gun for the Police. Seconded by Councilman Stipes, motion passed unanimously. Councilman Box moved to allow the City crews to use dirt from the 5 acres of City property located near the Thin Beech Sub -station on Twin Beech Road. Seconded by Councilman McCawley, motion passed unanimously. Councilman Box moved to hear the following business not on the Agenda. Seconded by Councilwoman Nelson, emotion passed unanimously: Councilwoman Nelson reported the Recreation Board has opened bids on a concession stand at Stimpson Field, part of the Stimpson Field Pro- ject. Councilwoman Nelson moved for Council approval of the low bid of $ by Eastern Shore Builders. Seconded by Councilman McCaw - ley, motion passed unanimously. Councilman McCawley moved to hear the following two items of business not on the Agenda. Seconded by Councilman Bishop, motion passed unanimously: Mr. James Lee of 52 North Ingleside has written a letter to Council stating he has been charged for gas he feels he could not have used at his home. Councilman Bishop moved to authorize Meter Superintendent James Gillespie and Councilman Box to check Mr. Lee's statements and make a recommendation to Council. Seconded by Councilman Stipes, motion passed unanimously. Mr. Wendell Barnhill reported a sewer problem. Councilman Bishop moved to authorize whatever steps are needed to correct the problem. Seconded by Councilman Stipes, motion passed unanimously. Councilman Box moved to pay bills as presented including the Recrea- tion Board bills which were overlooked in March. Seconded by Councilman McCawley, motion passed unanimously. Meeting was duly adjourned. City Clerk
