COUPU OF BALDWIN
The City Council, City of Fairhope, met in regular session at 7:00 p.m.
City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama 36532,
on rlonday, 3 Dece-nber 1979.
Present were Mayor James P. Nix; Councilmembers C.O. McCawley, Sam E. Box, Sr.,
Trisha Nelson, Jack A. Stipes, and David Ed Bishop; City Attorney John Duck and
City Clerk Evelyn Phillips.
After Mayor Nix called the meeting to order, a brief discussion of the minutes
of the last session resulted in Councilman McCawley's request that his vote of
"AYE" be changed to "NAY" on the motion made by Councilman Bishop to contract
with Architect Buddy Richmond for study and proposals relative to a Civic Center.
No one was opposed to this request and minutes were duly approved with this change.
Councilman McCawley moved for final adoption of Ordinance No. 643, an
Ordinance to establish a Liquor License Tax of $50.00 per year plus 1T. of
the purchase price paid for all liquor or wine to be resold in the City; and
a License Tax of $25.00 per year plus 5% of purchases for all liquor or wine
to be resold in the Police Jurisdiction of the City; and to repeal any Ordinance
in conflict therewith. Seconded by Councilman. Box, motion passed unani-
mously. (This paragraph corrected as per minutes of 12/17/79 regular session)
Councilman Box moved to set the salaries of the Mayor and Council effective
the first Monday in October, 1980, at $3600 per year for the Mayor and $1200
per year for each Councilmember; the same as provided under Ordinance No. 568.
Seconded by Councilman Bishop, motion passed unanimously.
Mr. Bob Pope offered a proposal listing several changes to be incorporated
into a new lease on the Yardarm Restaurant and Marina. Mr. Pope will meet with
the Harbor Board and the City Attorney, draw up a new lease and present it to
the Council at the next regular session.
Councilman Bishop moved to authorize bid requests on lighting at the
Tennis Courts and Ball Field, Greeno Park. Seconded by Councilman Stipes,
motion passed unanimously.
Councilman Bishop moved to authorize bid requests on a line truck and
body for the Electrical Department. Seconded by Councilman McCawley;
motion passed unanimously.
Councilman Box moved to authorize bid requests on gasoline. Seconded
by Councilman Stipes, motion passed unanimously.
Councilman Box moved to authorize City Superintendent Phil Rutherford to
meet with the Fairhope Single Tax Corporation to discuss participation on im-
provements needed on East Morphy Extension. Seconded by Councilman Bishop,
motion passed unanimously.
Councilman Stipes moved to have the drainage problem at Price Furniture
Company corrected. Seconded by Councilman McCawley, motion passed unanimously.
Councilman Box moved to authorize bid requests on the Grand Hotel
Sewer Line Project. Seconded by Councilman Stipes, motion passed unanimously.

Councilman. Bishop moved to hear the following business not on the Agenda.
Seconded by Councilman Stipes, motion passed unanimously:
Mayor Nix advised that the Vocational Training School in Robertsdale would
like to have some of their students receive On -the -Job Training by working for
the City. This will be taken under advisement.
Councilman Nelson moved to hear the following business not on the Agenda:
Seconded by Councilman Box, motion passed unanimously:
Councilman Nelson reported that all persons who received a Parking Ticket
on Mershon Street near Stimpson Field and had paid the $5.00 fine could receive
a refund by presenting proof of payment due to the."No Parking Signs" having been
placed in this location improperly.
Councilman Bishop advised that the City's Christmas Holidays would fall one-half
day on Monday and one day on Tuesday (Christmas Eve and Christmas Day) and he would
like to suggest the Holiday be changed to a full Day on Christmas Eve as well as
Christmas Day. Councilman McCawley so moved, seconded by Councilwoman Nelson. Motion
passed unanimously after some discussion.
Meeting was duly adjourned.
