HomeMy WebLinkAbout12-18-1978 Special Meeting20 STATE OF AT ABAMA X COUNTY OF BALDWI N We, the undersigned members of the Fairhope City Council, do hereby waive notice of a special called meeting to be held 18 December 1978 at 7:00 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope, I Alabama, for the purpose of holding a public hearing of the proposed 1978-79 11 City Budget, and for setting a date for a Public Hearing on the Peterson rezoning request. Ik 21 The City Council, City of Fairhope, met in special session at 7:00 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope,Alabama 36532, on Monday, 18 December 1978. The purpose of this meeting was to hold a public hearing of City Budget for Fiscal Year 1978-1979 and to set a date for a public hearing on the Robert Peterson re -zoning request. Present were Mayor James P. Nix; Councilmen David Ed Bishop, Sam E. Box, Sr,. Henry G. Bishop, Billy Don Wiggins, and Jack A. Stipes; City Clerk Evelyn P. Phillips. A large group of interested citizens and City Employees were also present. Mayor Nix opened the meeting by welcoming all the visitors. He then presented the proposed budget, item by item, with free discussion between Coun- cil and visitors. Mayor Nix then entered the following motion: "I move for the adoption of this budget which includes a salary increase of up to 10% for each employee -- percentages to be based on the individual's performance as evaluated and rec- ommended by Department Heads, Superintendent, and Personnel Director. The De- partment Heads will be evaluated by the Mayor and Council." Motion died through lack of a Second. Councilman Stipes moved for adoption of the budget but with a 6% salary increase for all employees making in excess of $8,000 annually, and 8% on all employees making less than $8,000 annually. Councilman Box seconded this motion. During discussion of above motion, several points pro and con were express— ed. It was pointed out that since salary increases could not be retroactive according to Section 68 of the State of Alabama Constitution, a 107, increase now, 3 months into the Fiscal Year which began October lst, would only result in a little over 8% over the remaining 9 months of the Fiscal Year. Councilman Stipes withdrew his motion. Councilman Box withdrew his second. Mayor Nix re-entered his motion. Councilman Ed Bishop seconded, and motion passed unanimously. Councilman Box moved to advertise for Public Hearing of Peterson's rezoning request, date to be January 8th. Seconded by Councilman Stipes, motion passed umanimus ly . With Council permission, Councilman Stipes moved to pay Valta Construction Company's partial -retention request on work in the Street Improvement project. This is the partial payment denied Valta at last meeting, however, the work in question has now been done. Seconded by Councilman Ed Bishop, motion passed unanimously. Meeting was adjourned.
