HomeMy WebLinkAbout08-14-1978 Regular MeetingSTATE OF ALABAMA X COUNTY OF BALDWIN X The City Council of the City of Fairhope met in regular session on Monday, 14 August 1978, at 7:00 p.m. at the City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama. Mayor James P. Nix; Councilmen David Ed Bishop, Sam E. Box, enry G. Bishop, Billy Don Wiggins, and Jack A. Stipes; and City ttorney John Duck were all present. Minutes of 24 July regular session, 29 July special session, d 2 August special session were duly approved. Councilman Stipes moved for adoption of the Conflict of Interest Ordinance introduced at the last regular meeting. Seconde by Councilman Ed Bishop, the vote was: Aye - Councilmen Stipes and Ed Bishop. Nay - Councilmen Box, Wiggins and Henry Bishop. Motion for adoption was not passed, but a notation is made the Council feels this matter is already covered by State Code. Councilman Box moved to introduce an DRDINANCE TO AMEND ORDINANCE NO. 557 adopted 11 August 1975, known as the ZONING ORDINANCE. This Ordinance, read aloud by Community kppearance Board member Buddy Richmond for benefit of interested parties present, would amend the Zoning Ordinance in three parts: (1) Section 4.724 (b) (1) under B-2 Zone Front Setback Requirements (2) Section 6.7 Signs under Outdoor Sign Control; and (3) Add Section 6.947 under Maintenance of Landscaping. Councilman Huggins moved Section 6.7 Signs be deleted and returned to the Planning & Zoning Commission for further work. Seconded by Council• nan Stipes, motion carried over one Nay vote by Councilman Box. An Alcoholic Beverage License Application by Katherine Elaine binson, dba THE LUCKY SPOT on Twin Beach Road, was received and rned over to the Police Department for investigation and approval City Attorney John Duck read aloud a petition from residents f Paddock Estates and surrounding environs regarding Storm Drainagf nd requested this be make part of this record by attachment hereto, Mayor Nix reported four requests for rezoning: Robinson roperty, Irby & Irvine property, Dillabough property, and Fairhope itle property. Councilman Box moved the advertising for a public earing on these requests be done. Upon a second by Councilman iggins, motion passed. Councilman Box moved the relocation of four gas line stoppers Fly Creek be done. Seconded by Councilman Wiggins, motion passe Councilman Stipes moved the services of St. John Engineers e retained on same basis as in the past - without a contract. econded by Councilman Wiggins, motion carried over two Nay votes y Councilmen Box and Henry Bishop. A petition was read by Mr. Burns representing residents�of=the.; Ingleside area requesting immediate action to prevent further damag( :o their property by the drainage situation. Councilman Stipes loved that advertisements for bids on pipe to do this corrective work be d ;econded by Councilman Ed Bishop, motion passed.
