We, the undersigned members of the Fairhope City Council, do
hereby waive notice of a special -called meeting to be held the
twenty-ninth of July, 1978, at 10:00 a.m, at the City Administra-
tion Building, 387 Fairhope Avenue, Fairhope, Alabama, for the
purpose of hiring a professional Fiscal Agent and for an emergenc
contract on the construction of a sewer line.

The City Council of the City of Fairhope met in special sessic
on Saturday, 29 July 1978, at 10:00 a.m. at the City Administratior.
Building, 387 Fairhope Avenue, Fairhope, Alabama 36532, for the
purpose of discussing the retention of a fiscal agent and to have
some emergency work done on a broken sewer line.
Present were Mayor James P. Nix; Councilmen Jack A. Stipes,
Billy Don Wiggins, Henry G. Bishop, Sam E. Box and David Ed Bishop;
City employees Phil Rutherford, Aaron Norris, Mike Rejczyk and
Jack Kirk.
Mayor Nix reported to the Council on flood damages sustained
when a record sixteen (16) inches of rain fell on Fairhope during
a less-than-24-hour period Wednesday, 26 July 1978. Extensive
damage was done to streets; water, sewer and gas lines; electrical
lines, and the fishing docks. Repair estimates are approaching
the $650,000 mark and action is under way to have the area declares
a Federal Disaster Area in order to obtain federal funds.
Councilman Ed Bishop moved to authorize Mayor Nix to receive
and accept the lowest of three bids (depending on time element) on
the repair of a broken sewer line because this is an emergency
action. Seconded by Councilman Box, motion passed.
Upon a resolution duly prepared, Councilman Stipes moved for
acceptance of Thornton, Farish and Gauntt's proposal to act as the
City's fiscal agent. Seconded by Councilman Wiggins, motion passed
Meeting was duly adjourned.
