COUNTY OF BALDWIN
The City Council, City of Fairhope, met in Special Session
on Wednesday, 5 July 1978, at 5:00 pm in the City Administration
Building, 387 Fairhope Avenue, for the purpose of letting a bid
to lower six-inch gas line on Highway 98 just south of D'Olive
Creek.
Present were Mayor James P. Nix, Councilmen Jack A. Stipes,
Billy Don Wiggins, Henry G. Bishop, Sam E. Box and City Engineer
Ack Moore. Councilman Ed Bishop could not be present.
Councilman Box moved we accept the only bidder, W. R.
Mitchell, Contractor, at a bid of $18,925.00 provided City Engineer's
specifications are met and that no work is to be done until Owner's
(Builders, Inc.) check is in hand. Upon being seconded by
Councilman Wiggins, motion passed.
Ack Moore, City Engineer, requested Council hear proposed
amendment to Contractor W. R. Mitchell's contract for work now
being done. (Waterline Extension South) This was an emergency as
work could not progress the next day without Council action.Reques
was granted and Mr. Moore presented a Change Order calling for a
"loop" to be included in the waterline extension near Grand Hotel.
The reason for this extra work was (1) without the loop, a number
of people would be cut off from their water supply for an indefinite
time and (2) the loop was advantageous because of prospective
additional customers.
Councilman Box moved the Mitchell Contract be amended to
include the loop at an additional cost of $29,022.00 plus engineeri g
fee of $2,028.00 or $31,050.00 and that the new customers who decid
to acquire service as a result of this extension be charged a deposit
fee of $125.00 each. Seconded by Councilman Wiggins, motion passed.
On a matter of old business which Council agreed to discuss,
Councilman Stipes moved the City pay Moore Engineering's bill for
engineering work done at Paddock Estates and have a City bill sent
to Major Homes, Inc., for reimbursement of same.. Upon being
seconded by Councilman Box, motion passed.
