COUNTY OF BALDWIN
The City Council of the City of Fairhope met in regular session
at the City Administration Building, 387 Fairhope Avenue, Monday,
December 23, 1974 at 7:00 P.M. with the following members present:
Mayor James P. Nix, Councilmen: David E. Bishop, H. G. Bishop,
Sam E. Box, 011ie E. Deese and Barney L. Shull.
Minutes of the previous regular meeting were approved.
W. Wylie petition for annexation was presented. Motion by Council-
man H. G. Bishop seconded by Councilmen Barney Shull that the City
Attorney be authorized to take the necessary steps for this
annexation. Motion carried.
Motion by Councilman Barney Shull seconded by Councilman 011ie
Deese that request for packaged beer permit at the Village Store
in the Police Jurisdiction of the City, be approved. Upon -being
put to vote the following vote was recorded: Voting Aye: Council-
men: H. G. Bishop, Sam E. Box, 011ie E. Deese and Barney L. Shull.
Voting Ny: Councilman David E. Bishop. Motion carried.
Motion by Councilman DavIA E. Bishop seconded by Councilman Barney ShoR
that the following Rsolution be adopted. Motion carried.
RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA AS FOLLOWS:
section 1. There is hereby established a 7 day work period
for all members of the Fairhope Police Department who are actively
engaged in law enforcement activities for the City of Fairhope.
Such work period shall begin on Sunday and terminate on Saturday
and each seven days thereafter.
SECTION 2. The City Clerk IS hereby directed to post a copy of
this resolution at a central location within the police department
and to distribute copies of this resolution to each member of the
police force affected thereby.
SECTION 3. This resolution shall become effective immediately.

RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA AS FOLLOWS:
SECTION 1. There is hereby established a seven day work period
for all members of the Fairhope Fire Department who are actively*
engaged in fire -fighting activities for the City of Fairhope. Such
work period shall begin on Sunday and Terminate on Saturday and
each seven days thereafter.
SECTION 2. The City Clerk is hereby directed to post a copy of
this resolution at a =&tral location within the fire department
and to distribute copies of this resolution to,each member of the
fire department affected thereby.
SECTION 3. This resolution shall become effective immediately.

that the following Resolution be adopted. Motion carried.
RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA AS FOLLOWS:
SECTION 1. No person actively engaged in law enforcement or
firefighting activities for the City of Fairhope shall accept
outside employment with a private employer without first obtain-
ing permission from his supervisor and the Mayor.
SECTION 2. No person actively engaged in law enforcement or
firefighting activities for the City of Fairhope shall accept
additional employment with the City of Fairhope or with any
other governmental agency without first obtaining special written
permission from his supervisor and the Mayor.
SECTION 3. All persons actively engaged in law enforcement or
firefighting activities for the City of Fairhope are hereby
prohibited from wearing city uniforms, badges, city -issued side
arms, or any other designation of the city while working for a
private employer without first obtaining special written permission
from his supervisor and the Mayor.
SECTION 4, The City Clerk is hereby directed to post a copy of
this resolution at central locations in both the police depart-
ment and the fire department and to distribute copies of this
resolution to each member of the police department and the fire
department affected thereby.
SECTION 5. Any employee of the City of Fairhope who violates
any part of this resolution shall be subject to disciplinary
action.
SECTION 6. This resolution shall become effective immediately.

Councilman Sam Box introduced the following Ordinance.
ORDINANCE No. 546
AN ORDINANCE TO AMEND ORDINANCE NO. 544 FOR "LICENSE SCHEDULE
OF THE CITY OF FAIRHOPE, ALABAMA, TO CHANGE SECTION 1(32) TO INCLUDE
ALL NATIONAL BANKD AND TO ADD TO SECTION 1 THAT ALL LICENSEES MAY
PAY ON A QUARTERLY BASIS BEGINNING ON THE FIRST DAY OF EACH QUARTER
OF THE CALENDAR YEAR.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA AS FOLLOWS;
That Section 1 be, and the same is hereby amended to read as
follows:
SECTION 1. LICENSE SCHEDULE. That the following be and the
same is hereby declared to be the charges for licenses for the
calendar year beginning January 1, 1975 and ending December 31,
1975 and the same is hereby levied for the calendar year 1975 and
for each calendar year thereafter until the same has been amended
or appealed, on all persons engaged in any exhibition, trade,
business, vocation, occupation, profession or calling or doing
any action herein specified within the corporate limits and the
police jurisdiction of the City of Fairhope. Said licenses shall
be paid to the City of Fairhope as set forth in the schedule of
licenses as follows; but that the same may be paid on a quarterly
basis at the election of the licensee during the month of January
of each calendar year.
Further, that Section 1 (32) be, and the same is hereby amended to
read as follows:
32. BUILDING AND LOAN ASSOCIATION and/or SAVINGS AND LOAN
ASSOCIATION and BANKS, INCLUDING NATIONAL BANKS, where capital
surplus, reserve and undivided profits are less than

THIS ORDINANCE SHALL TAKE EFFECT UPON ITS DUE ADOPTION AND
PUBLICATION AS REQUIRED BY LAW.

Councilman Barney Shull moved that all rules governing the council
which might, unless suspended, prevent the passage and adoption
of this ordinance at this meeting, be and the same are hereby
suspended for the purpose of permitting the said ordinance to be
finally passed and adopted at this meeting. Councilman Sam Box
seconded the motion. The question was put before the council and
on roll call the vote was as follows: Yea: Councilmen: David E.
Bishop, H. G. .8ishop, Sam E. Box, 011ie E. Deese and Barney L.
Shull. Nay: None. Motion adopted by unanimous vote.
Councilman Sam Box moved that Ordinance No. 546 be finally passed
and adopted as introduced. Councilman Barney Shull seconded the
motion..The question of final passage and adoption of said Ordinance
was put to vote of the council and on roll call the results were as
follows: Yea: Councilmen: David E. Bishop, H. G. Bishop, Sam E.
Box, 011ie E. Deese and Barney L. Shull. Nay: None. Ordinance
finally passed and adopted as introduced.
Motion by Councilman Sam Box seconded by Councilman H. G. Bishop
that Mayor Nix be authorized to sign contract with United Gas Pipe
Line Company. Motion carried.
Councilman Sam Box presented letter from West Baldwin Water and
referred it to the City Attorney.
It was duly moved and seconded that the meeting adjourn. Carried.
