se.s I&I at the City Administration Building, 387 Fairhope Avenue
on Ylawltty, January 14, 1974 at 7s30 P.M. with the following members
present; Mayor James P. Nix, Councilmen: H. G. Bishop, David (Ed)
Bishop, Sam E. Box, 011ie Deese and Barney Shull.

Motion by Councilman Ed Bishop seconded by Councilman 011ie Deese
that City accept lowest bid that meets specifications. Motion
carried.
Motion by Councilman Sam Boa seconded by Councilman Barney Shull
that City ask for bids on old generator and related equipment,in
fire station, buyer to be responsible for any damages in removing
equipment. Motion oarried.
Motion by Councilman Sam Boa seconded by Councilman 011ie Deese
that,14ay6r Nix be authorized to sign lease agreement for Munio-
pal Fishing Dock. Motion carried.
Motion by Councilman Barney Shull seconded by Councilman Ed Bishop
that Ordinance No, 5219 An Ordinance Amending Zonln;3 Ordinance No.
295, Article 7, Section 71, Residential District Requirements,
requiring 1 1/2 parking spaces for each unit in all R,-3 districts.,
Introduced at the meeting of December 10, 19739 be.adopted as
Introduced. Motion carried.
Letter from the Library Board requesting the City to enlarge and
remodel the Library using Library savings earmarked for construction
purposes was read and discussed. Motion by Councilman H; G. Bishop
seconded by Councilman Barney Shull that City accept Lib tZi
Board
proposal with thanks for their financial assistance and Letter
be made a part of the minutes of this meeting. It was furtlier moved
that Mayor Nix be authorized to proceed with carrying out the re-
quest with money available. Motion carried.

AN ORDINANCE, TO PROVIDE FOR THE PLANNING, DESIGN' LOCATION, FINANCING, ACQUISI-
TION OF PROPERTY.FOR, CONSTRUCTION, ALTERATION, ENLARGEMENT, USE, MAINTENANCE,
OPERATION, AND FOSTERING OF'.QFF-STREET AUTOMOBILE PARKING FACILITIES IN THE CITY
OF FAIRHOPE; AND TO CREATE.A PARKING'AUTHORITY OR PARKING COMMITTEE, PROVIDING
FOR ITS MEMBERSHIP, AUTHORITIES AND DUTIES.
SECTION I:, It is hereby determined and declared that in the City of Fairhope
the free circulation of traffic of all kinds through the streets of said City is
necessary, to the health, safety and. general welfare of the public; that in re-
cent years, the greatly Increased use by the public of motor vehicles of all
kinds has caused serious traffic congestion in the streets of -said City; that th
parking of motor vehicles in the streets has contributed to this congestion; tha
such congestion prevents the free flow of traffic in, through and from the City
of Fairhope and impedes the rapid and.effective fighting of fires and dispositio
of its Police Force, threatens irreparable loss in the values of urban property
oithin the City which can no longer be readily reached by'vehicular traffic and
endangers the health, safety and welfare of the general public; that this traffic
,.ongestion is not capable of being adequately abated except by provisions of
sufficient off-street parking facilities; that adequate, off-street parking faci-
lIties have not been provided and parking spaces now existing must be forthwith
supplemented by off-street parking facilities provided by public undertaking; and
that the enactment of the provisions of this Ordinance is hereby declared to be
i public necessity, which said Ordinance is enacted by authority of a Special
gct'of the Legislature known as Act No. 1.1.33','.and approved by'the voters of the
nunicipality.of the City of Fairhope, Fairhope, Alabama by special referendum
field on December '18, 197& '.
>ECTION 2:'There is hereby created a parki.ng.Authority or Parking Committee by
the Mayor and City Council ofthe City of'Fairhope with respect to the development
:reation, operation and general supervision of any and all matters related to
)ublic parking. -Said Parking Committee shall .be composed of seven (7) members,
end all .such members shall be residents of the City of Fairhope, Alabama and over
:he age of 21 years.
Insofar as is nearly mathematically possible, of the members first
Ippcitnted under this Ordinance, one-third shall be'appointed.for a term of two
ears, one-third for a term of three years and one-third for a term of four years.
'hereafter, all members,of'the Committee or Parking Authority shall serve for
berms of four.years.
SECTION-3:,. The Parking Authority or Parking Committee created by.this Ordinance
is herebj,.authorized'.and empowered.to:acqulre; receive,;take:and hold, whether
by.:purchase,. gift, lease,: devised, (or:condemnation but only ,after being a
by resolution,of the Mayor and Council.of.the City..of,Fairhope), or otherwise,
property:,ofevery description, whether real, personal or mixed, and to manage
said property and to.develop-arty undeveloped property owned , leased or con-
trolled by such Parking Authority for`the.:purposes hereinafter set out; to exe-
cute'such contracts and other instruments and totake such other actions as may
be.necessary.and convenient to carry out the provisions of this Ordinance or to-
exerctse.the:power'granted'.hereunder;.to.plan, establish,:acquire, construct,
enlarge, improve, maintain, equip, operate and regulate and protect the said
Parking Facilities:
,4:.- TheParking:Authority,or'Parki.hg.Committee created hereunder shall
see to.the.maintenance',of said:Parking Facility-or,Facilities, and carry all
proper insurance (including liability insurance), with the:respect thereto, the
estimatedcosts of maintaining the'.Parking Facility in.good repair and keeping
it properly insured:
TION-5:- The Parking Authority or Parking Board created hereunder, shall use
Ithe .revenue for the rental s.of.tie Parking Facility or FaciIities,'to pay the
costs of the'acquisition.of the said property,. to pay.the costs of maintaining
the'Parking Facility or Facilities and keepi.ng the same in good repair and keep -

State, County,:Municipal and'oftr:local taxation; provided,however, this ex-
emption .shall not be:construed.to-exempt.,'concessionaires, licensees, tenants,
operators or leseees.of or on any Parking Facility owned,by.the.Authority for
the'payment.of any taxes,A ncluding license -or privilege -taxes levied by the Stal
ty or any Municipality tn.the'State.

RESOLUTION OF GRANTEE COMMITMENT
FOR MATCHING FUNDS
WHEREAS, the State of Alabama, under the Omnibus Crime Control and Safe Streets Act of 1968
(P.L. 90-351 as amended) through the Alabama Low Enforcement Planning Agency, is offering financial
aid to combat rising crime, aid in crime prevention, investigation and detection; and

WHEREAS, the City Council is of the opinion it
would be to advantage to make application for said aid in the amount of $_0, 661 - 00
for Communication Eauinment . The above amount
represents 95 % of the program for which the application is made.
WHEREAS, the City has agreed to contribute
$ 561.10 as matching for the project anticipated.
NOW, THEREFORE, be it resolved by the City Council that

Dear Mayor Nix:
In recent months, the Fairhope Library Board of,Trustees
has made a study of library building needs. We have concerned
ourselves with general` population growth, with rapidly increasing
demands for research assistance by area schools, colleges, busi-
nesses, and service organizations, and with the rising numbers
of retired persons and others who depend on the library to provide
leisure time occupation through readings We have learned that
use of Fairhope Library far exceeds that of the public library in
any comparably -sized Alabama city (please note the enclosed page
of library statistics), but our building is such that it is the
only factor prohibiting Fairhope Library from being approved;by
the American Library Association.
While it is our firm conclusion that what is needed here is
a new library building, it seems, in view of the currently limited
funds available through the Library Service Construction Act, that
our dream of a modern, efficient new structure must remain only a
dream for a while longer. Yet our problems of lacking space', along
with inefficient and worn-out facilities throughout the library
building are critical now. The Board, therefore, requests that
the City of Fairhope provide an expedient alternative by undertaking
to enlarge and remodel the present library building (please see
enclosure for specific requests.), applying as far as possible toward
the venture approximately $10,000 library savings earmarked for
construction purposes.
We hope that you will give this matter prompt attentionin
order that Fairhope Library may continue to provide a high standard
of service and to be able to meet the growing needs of the people
of Fairhope.

...A completely new membership file for Fairhope Public Library
was begun in the fall of 1972. Since that time, the staff has
registered 4,000+ borrowers, of which approximately 3,300 have
local addresses.
In 1972-73, FPL expanded general services...
TELEPHONE REFERENCE --had phone number listed,'\making the library
available for reference service
PHOTOSTATIC COPIER SERVICE --had machine installed to provide copies
at minimal cost (100 each), particularly useful to students
INTERLIBRARY LOAN --through cooperation with county and state sys-
tems have expanded the system of obtaining requested books which are
not in our collection
OVERALL HOLDINGS --built up general collection to more than 40,000
volumes, adding particularly to reference section and adult non-fiction
as needed; established "special collection" of books on local history
and by local authors, along with genealogical materials; expanded per-
iodicals holdings
AVAILABILITY --expanded hours open to 53 per week (library service
available 7 days a week during the school year)

CHILDREN --worked with schools, public and private, in effort to
allow classes of children to visit the library regularly (2/3 of these
children do not come otherwise); held special story hours for Head
Start children and regular story hours for all preschoolers

primarily by this group
SPECIAL INTEREST GROUPS --held series of art films in cooperation
with county system for art enthusiasts
MIGRANTS --worked with local migrant school, providing a collection
of children°s books; made available special story hour
BLACKS --established collection of Afro-American books, appealing
particularly to young readers
VISUALLY HANDICAPPED --built up collection -of books in large print
editions; provide materials informing of government services available
INSTITUTIONALIZED --provide small collections of books for local
hospital and nursing homes; also contributed ephemeral materials to
nearby veteran's hospital and ,penal institutions

ENLARGEMENT AND REMODELING NEEDS OF FAIRHOPE PUBLIC LIBRARY
Addition of large room to north rear side of building to be used
as additional study space and as a meeting room (should have
auxiliary shelving, sliding partitions, small kitchen unit,
outside exit).
Addition of Men's and Women's restrooms
Addition of work room and office area to south rear side of
building
Enlargement of Children's Room, Adult Fiction Room, and Adult
Non-fiction Room by removal of interior walls, adding additional
shelving
Alteration of present structure by lowering of ceilings, installation
of indoor -outdoor carpeting, adding necessary fire exits and
alarm system, replacing and adding new heating and air conditioning
equipment as needed, rewiring where necessary
Painting building inside and outside

sects the north right-of-way line of Alabama

4. The Zoning.Map adopted by the City Council of the
City of Fairhope, Alabama is hereby further amended insofar
as the same relates to the lands described above and the same
shall be -'changed to show fully and completely the redesignation
of the above described parcels of land as being located in the
Districts as hereinabove set forth.
5. That notice of the proposed adoption of this

Alabama by publication by the said Clerk in The Fairhope Courier
once a week for two successive weeks, the first publication to
be made in the issue of said paper dated 'October 25, 1973.
