The City Council of the City of Fairhope met in Soecial Session
At the City, Administration Building, 387 Fairhope Avenue, on
December 12, 1973 at 7:00 P.M. with the following members present:
Mayor James P. Nix, Councilmen: David (Ed) Bishop, H. G. Bishop,
Sam E. Boa, 011ie E. Deese and Bartley L. Shull.
Each members, present signed Waive of Notioe of th.*14alling and
Holding of said meeting.
Motion by Councilman H. G. Bishop seconded by Councilman Sam Boa
that the following Range and Step increases be granted:
Mike Re jczyk Range 37 Step 3 $?911,00
Ronald Davidson Range 26 Step 3 461.00
Jerry Hanak Range 37 Step 1 717.00
Wm, L. Lewis Range 33 Step 2 1619.00
Overall 3% pay increase on all City employees to be effective
on first pay period In , -January, 1971+ and further consideration of
2,% increase on Anniversary date of Position Classification
Plan of the City of Fsirhope/. Motion ,carried,
Aotion,on recommendations,of Accountants was taken as follows:
Motion by H. G. Bishop seconded by Councilman Sam Box that City
accept'reeommendation #1�, that controls be established to account
for all money subject to be received by the City for taxes and
licenses. Motion carried.
Motion by Councilman Harney Shull seconded by Councilman Ed Bishop
that City accept recommendation #2, that controls be established
over money collected from the operations of the swimming pools
and other recreational facilities, lotion carried.
Motion -by Councilman Sam Box seconded by Councilman Ed Bishop that
City accept recommendation #3, that the airport lessee be required
to furnish monthly accounting reports and remittances as specified
In the -lease agreement.
Motion -'by Councilmen H. G. Bishop seconded by Councilman' Sam Boa
that City aoeept recommendation ,J4, that action be taken on del-
inquent 1959 and 1962 paving assessments. Motion carried.
Recommendation #5 was discussed ,and on Motion by Councilman H. G,
Bishop�seeonded by Councilman Sam Box that monthly expense account
was set,up,for the Mayor with no set figure which is satisfactory
to the Council. " � Motion carried. ,
Motion by Councilman Ed Bishop seconded by Councilman Sam Boa that
the City Not accept recommendations#6, that consideration be given
to placing the utility operations under a separate managing Utili-
ties Board. Motion carried.
Motion by Councilman H. G. Bishop seconded by Councilman Barney
Shull -that Item #7 (a) be held in abeyance, the implementation of
book and physical controls over materials inventories, including
reeotding of all additions to and removals from materials Inventor-
ies. (b)Aeoept, the taking of a physical inventory of'materials
at least once a year. (e) Accept, the perparation of work orders
in such a manner that they would provide the basis for,the proper
classification of work performed.(d),Accept, that employee wage
records be kept in such a manner that wages paid for additions to
utility plant could be ascertained and capitalized, Motion carried.

Item #8, that the limits of the City's motor vehicle liability
insurance be increased was discussed and Motion made by Councilman
H. G. Bishop that.the Mayor take matter up with the Insurance Agent
and report at later meeting. Motion seconded by Councilman Deese
and carried.
Motion by Councilman Shull seconded by Councilman H. G. Bishop -that
the Mayor be authorized to continue with remodeling the old City
Hall building for the Police Department. Motion carried.
It was duly moved, seconded and carried that the meting adjourn.
