COUNTY OF BALDWIN
The City Council of the City of Fairhope, Alabama met in regular
session at the City Hall, Monday, October 279 1969 at 7:30 P.M.
with the following members present: Mayor R. C. Mason, Councilmen:
James P., Nix, Robert H. Cowen, Henry G. Bishop, John A. Robertson
and Sam E. Box.
Minutes of the previous regular meeting were approved.
Mr. Jason Kutack, Chairman of the Libray Board, met with the
Council to discuss the efforts of the Board in securing a site
and new building for the Public Library,
Motion by Councilman Cowen seconded by Councilman Nix that the
regular meeting dates of the City Council be changed to the
2nd Monday and 4th Tuesday of each month. Notion carried.
Notion by Councilman Nix that Ordinance No, 4239 An Ordinance \
Amending Hate Schedule For Electric Servioe, introduced at the 1
regular meeting of October 139 1969 be adopted as introduced.
Motion -died for lack of second.
Notion by Councilman Bishop seconded by Councilman Cowen that
the bill of Modern Industries in the amount of $109122.56 for
Young Street Pool be approved for payment.' Motion carried.
Notion by Co Gilman Bishop seconded by Councilman Cowen that
transfer of 010,122,56 from the Beach and Pier Account to the
General Fund be authorized to Pay Modern Industries. Notion
carried,
Notion by Councilman Cowen that the following Ordinance be
Introduced:
ORDINANCE NO.
AN ORDINANCE AMENDING SECHEDULE 136 OF ORDINANCE NO.
2219 PROVIDING GENERAL LICENSE TAXES IN THE CITY OF
FAIRHOPE, ALABAMA AND TO AMEND SECHEDULENO. 31 OF
ORDINANCE N0, 221 AS LAST AMENDED BY ORDINANCE NO. 242.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA, AS FOLLOWS:
SECTION 1. That Schedule No.` 136 of Ordinance No. 221 is a
to read as follows:
SCHEDULE 136. Plumbing and Gas Fitters - Each Plumber, Gas
Fitter, Twenty Five Dollars ($25.00).,
SECTION 2, That Schedule No.- 31 of Ordinance No. 221 as last
amended by Ordinance No., 242 be amended to read as follows:
SCHEDULE N0. 31 - Building, Plumbing, Electrio, Painting,
Masonry or Heating and Cooling Contractors, including those who
take jobs and repair work on buildings of any kind for someone
other than self, but excluding those who work by the hour and
do not accept contracts.
Those who take contracts between 6100.00 and $2500.00 -
Twenty Five Dollars 325.00) Minimum.
Those who take contracts over $2500.00 - Fifty Dollars
350. 00) Minimum.

Motion by Councilman Nix seconded by Councilman Box that
the meeting adjourn. Motion carried.

RsS0LUTION BY FATRHOPE PUBLIC LIMY BOARD OF TRUST-,"rZ
WHEREAS, The annual circulation of books in the Fairhope Public Library has
continued to increase from 25 050 in 1060 to 64,830 in 1968 and an estimated
68,000 in 19691 and
WHEREAS, The shelves in the present library are overcrowded to the point
of being hazardous to patrons, especially youngsters; and
WHEREAS, The demands for educational services such as: Story ;iou.rs, e-
ference Questions, Student Library Orientations, Study Hall for High School and
College Students and Research Projects are increasing beyond the capabilities
of the staff; and
WHEREAS, The Fall and Winter Weekly Book Reviews continue to strain libiatty
facilities to the utmost and in many instances necessitate standing room only; and
WHEREAS, The maintenance costs of the present library plant and equirment are
steadily increasing and rapidly approaching an unliveable maximum; and
WHEREAS, The F,opulatton of the Eastern Shore is rapidly increasing with a
consequent increase in demand for library services from the Fairhope Fublic
Library; and
WHERLIA,S, With the rapidly appreciating values of land, particularly that
desirable for library sites, continuing to increase at an aeceleratinE rate;
therefore, be it
RESOLVED, That the Mayor and Council of the City of Fairhope endorse and
support both morally and financially, the efforts of the Fairhope Public Library
Hoard of Trustees in its efforts to Purchase a suitable site and to build thereon
a new public library building adequate to meet the anticipated needs for services
by the community in the next twenty years.
