HomeMy WebLinkAbout10-13-1969 Regular Meetingr STATE OF Ar ABoMA COUNTY OF BALDWIN :� The City Council of the City of F11rhope met in regular session at the City Hall, Monday, Ootober313, 1969 with the following members present: Mayor R. C. Macon, Councilmen: James P. Nix, Robert Hw Cowen, Henry G. Bishop, John a Robertson and Sam E.tBox. Minutes of the previous regular meeting were approved. Notion by Councilman Boa seconded by Councilman Nix ghat the City accept proposal of Mr. and Mrs. Milham to enlarge present build- ing on Municipal Pier in order to serve light foods, subject to the approval of the Board of Health, at no expense to the City with the exception of Electric heating and cooling. Notion carried. A Resolution adopted by the Library Board was presented to the Mayor and Council for their consideration. Motion by Councilman Robertson seconded by Councilman Cowen that the following Resolution be adopted: Notion unanimously carried. RESOLUTION WHEREAS, MR. FRED SMITH has served on the Board of Zoning Adjustments and Appeals of the CITY OF FAIRHOPE from the 15th day of February, 1956 to the 21st day of October, 1969, and as Chairman of said Board for the year 1965, has always shown good judgment in the performance of his duties on same and has now asked that some other citizen take over his duties; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the CITY OF FAIRHOPE that they express appreciation for a job well done on "said Board. Motion by Councilman Robertson seconded by Councilman Bishop that Mr. Clarence McCoy be reappointed to the Board. of Zoning Adjust- ments and Appeals for a three year term ending October, 1972. Motion carried. Notion by Councilman Box seconded by Councilman Cowen thatpayment to Gulf City Construction Company be authorized deducting ,034.0 as liquidated damages, leaving a balance of $8,415.95 as final payment to Contractor on Municipal Pier. Upon being put to vote the following vote was recorded: For: Councilmen: Nix, Cowen, Bishop and Box. Against: Councilman Robertson. Motion carried. Motion by Councilman Robertson seconded by Councilman. Bishop that R. C. Yohn be appointed as City Surveyor.* Motion carried. Motion by Councilman Nix seconded b Councilman Bishop that bill from City of Troy in the amount of 119650#00 for 3 - 100 RVA Transformers be approved for payment. Notion carried. Offer of the Conservation DeparVment JCo build boat ramp was dis- cussed and the Mayor was authorized to check with Mr. John Patton, Chief Engineer, and report to Council at next regular meeting. Notion by Councilman Box seconded by Councilman Nix that City accept agreement with Amon and Martha Gates for sewer installation on Simon Street, Edward Avenue, N. Notion carried. Councilman Nix introduced the following Ordinance: LZ ORDINANCE N0. BE IT G DAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE that the monthly electric rate for Domestic Consumers of electricity purchased from the City of Fairhope is as follows: $1.00 for the first 20 KIYH or less; plus 5� per KWH for the next 30 KVH; plus 2� per KIYH for the next 150_ KIYH; plus �1 1.5� per KWH for the next 100 KWH; plus 1.2� per KWH for the next 100 KIVH; plus 1.0� per KIYH for all over 400 KWH. MINIMUM BILL The minimum monthly bill shall be One ($1.00) Dollar. APPLICABILITY This service is applicable to single residences, mobile homes where individually metered and individual family apartments; lows: And the montLy electric rate for Commercial Consumers is as fol- $1.00 for the first 20 KWH or less, plus 5� per KITH for the next 80 KWH; plus 3� per KIYH for the next 100 KIM; plus 2.5� per KWH for the next 1300 KWH; plus 2.0� per KIYH for the next 3500 KWH; plus 1.5� per KIYH for the next 3500 KITH; plus 1.0� per KIYH for all over 8500 KWH. MINIMUM BILL The minimum monthly bill shall be One ($1.00) Dollar. APPLI CABI LI TY This service is applicable for non-residential lighting and power service where the maximum 15 minute integrated demand does not exceed 36 K.W. Service to more than one premises shall not be combined, nor shall it be shared or resold to others; lows: And the monthly electric rate for Industrial Consumers is as fol- $1.00 per KIY Demand Charge; plus 3� per KWH for the first 1000 KWH or less; plus W per KWH for the next 4000 KIYH or less; plus 4 per KWH for the next 15000 KINH or less; plus .9� per KI11H for the next 30,000_ MR1 or less; plus .8� per KIM for the. next 50,000 KIM or less; plus .70 per KIYH for the next 100,000 KIM or less; plus .6� per KIM for the next 100,000 KWH or less; plus .5� per KITH for all over 300,000 KI7H. MINUMUM BILL The minimum monthly.demand charge shall not be less than 75% of the largest demand charge established during the previous eleven months, and the minimum bill shall not be less than 75% of the largest demand charge so established, nor less than $28.00. APPLICABILITY This service is applicable for lighting, power, and miscellaneous electric service whose integrated 15 minute demand is 37 KW, or more where the Consumer's entire electrical requirements are furnished by the City. Service to more than one premises shall not be combined, nor shall it be shared or resold to others. SAFETY LIGHTING RATE A Safety Light will be serviced at the rate of $3.00 per month provided no separate pole has to be erected,or $3.50 per month if a separate pole has to be erected. The above rates are those charged by the City of Fairhope and any additional charges levied by the State or Federal authorities such as sales taxes, will be passed on to the Consumer in addition to the above rate schedules. This Ordinance will become effective on December 1, 1969, Motion by Councilman Boa seconded by Councilman Nix thatpany Council authorize purchase of gas pipe from L. B. Foster at 0ont price in amount of 049924•50• Notion carried. Motion by Councilman Bog seconded by Councilman Cowen that the request of the Harbor Board, Mr, Henry Beek be appointed Harbor Master at commercial wharf. Notion carried. Notion by Councilman Bishop seconded by Councilman Robertson that City purchase power saw. Notion carried. Motion by Councilman Nix seconded by Councilman Bishop that Nr. St. John, Engineer, and Jack Kirk be authorized to proeeed with specifications and bids for new electric sub station and feeder lines. Notion carried. Notion by Councilman Bishop seconded by Councilman Nix that bills be approved for payment. Notion carried. Notion by Councilman Robertson seconded by Councilman Cowen that up to $150,00 be authorized for curb and gutter on S. E. corner of Bay View at Fels Avnnue. Notion carried. Notion by Councilman Robertson seconded by Councilman Bog that $250.00 be authorized to correct drainage at 453 Oak Street. - Not ion carried.' Notion by Coucilman Robertson seconded by Councilman Cowen that City improve drainage on corner of Edwards and Ingleside.. Notion carried,, Notion by Councilman Robertson seconded by Councilman Nix that City prepare signs, green and white, indicating Fairhope Munici Pier and place them on Fairhope Ave. and Section street, Magnol and Section, Greeno and Fairhope Ave.,, and on Fels and Mobile Ave., Notion carried.' Notion by Councilman Bishop seconded by Councilman Nix that Mayor and City Clerk be authorized to purchase 2 = $259000.00 - 90 day Savings certificates for the Eleelrie Department. Motion carried. Notion by Councilman Bishop seconded by Councilman Nix that the Mayor and City Clerk be authorized to purchase a $209000.00 - 90 day savings certificate for the Gasoline Tax Account. Notion carried.
