COUNTY OF BALDWIN
The city Council of the City of Fairhope met in regular session at
the City Hall, Monday, July 28, 1969 at 7:30 P.M. with the follow-
ing members present.,: Mayor R.$ C.i Macon, Councilmen: James P: Nix,
Robert H.1 Cowen,, H.' G.' Bishop, John A., Robertson and Same E Box:
The minutes of the previous regular meeting and special meeting
of July 189 1969 were approved.
Nr; Hance met with the Council in regards to franchise for T. V.i
Cable in Fairhope. Action withheld until neat regular meeting of
the Council.!
Attorney representing Mr.° and Mrs- Milham, requested Council to
consider deleting bond as requirement for operation of Marina and
Snack Bar.' Taken under consideration.4
Nr.i Claude Arnold, Engineer, gave the following report:
SUBJECT: Recommended Procedure for accomplishing the improvements
on Church Street and Morphy Avenue and Oak Street that
you have indicated to me as being your wish:
Aot, Have concrete curbing installed on Church Street, from Morphy
Avenue to DeLaNare Street, by City of Fairhope crews, beginn-
ing at once, to grades determined by your engineer and assist;
as approved by your superintendant,- Nr.• Kirk: Cost: $3,000:00
B. Have Church Street paving removed, base replaced and recompact
edi and street repaved with shell -mix -asphaltic concrete
pavement, by Licensed Contractor: Cost 0159000000
Col Have Underground drainage installed on Church Street Fels
Ave.' to Murphy Ave:, and on Morphy Ave., Section Street to
Church Street, by City crews: Cost $ 79800 00
Const.=, Lio, Contractor 149950000
D: Have City orews install concrete curbing on Morphy Avenue,
Section Street to Church Street and on Church Street, Fels
Ave., to Morphy Ave. Cost $ 29000.'00
E.4 Have Church St, Fels to Morphy, and Morphy, Section to Churoh,
repaved, same procedure as "B" above: Cost §15.000.00

F. With the above items completed or approximately so, begin
laying sidewalks, by City crews and commence revision of storm
sewer drainage, additional new curbing, and pavement improve-
ments from DeLaMare Street Northward to Oak Street.
Submitted as a recommended outline for procedure for the
construction of improvements on the streets specified.'

Notion by Councilman Bishop seconded by Councilman Boa that
Ordinance No.' 4199 An Ordinance Prohibiting Camping On Beach,
introduced at the regular meeting of July 149 19699 be adopted
as introduced.- Upon being put to vote the following vote was
record.edt.Voting for: Councilmen: Bishop and Box.! Voting against:
Councilmen: Robertson, Cowen and Nix.` Motion defeated.,'
Notion by Councilman Cowen seconded by Councilman Boa that Counc
authorize expenditures to run necessary water line to Swimming
Pool at Young Street Park .' Approximate cost 075000.� Notion
carried.'
Councilman Robertson introduced the following Resolution%
WHEREAS, The City Council of the City of Fairhope, Alabama
desires to initiate a Municipal Street Improvement program in
which certain streets may be improved by public petition and paid
for on the assessment basis and certain other streets designated
within the City Limits which need repair and resurfacing to be
performed by the City as a normal upgrading of its facilities.r
AND WHEREAS, the City desires to initiate said program by
retaining Moore Engineering Company to begin compiling a list of
streets in need of improvement and submit a preliminary cost
estimate for same. Said streets requiring repair and resurfacing
shall be determined by the Councilman in charge of streets, the
engineer, the City's general Superintendent and approved by the
City Council.'
NOW THEREFORE, BE IT RESOLVED that the City Attorney submit
the "Initial Grade Ordinance" by November 19 1969 for Council
adoption and published notice in the local paper as prescribed
by law.
Councilman Bishop moved for the adoption of the Resolution which
motion was seconded by Councilman Box and carried:
Motion by Councilman Box seconded by Councilman Bishop that Mr.'
John S., Parker be appointed to the Planning and Zoning Commission
to fill unexpired term of Nir.° Jack Bagnell who has resigned:'
Notion carried.;
Motion by Councilman Nix seconded by Councilman Box that City
place Ad in Baldwin County Masonic rochure*, Motion carried.s
Notion by Councilman Cowen seconded by Councilman Robertson that
necessary expenditures, not to exceed $800:009be authorized for
development of park at Camillia Ct.' and Yupon in Park Terrace
Subdivision. Notion carried.'
Motion by Councilman Cowen seconded by Councilman Robertson
that the Recreation Board be authorized to employ two Life
Guards through Labor Day at the Municipal Pier.' Upon being put
to vote the following vote was recordeds Voting fort Councilmen:
Cowen and Robertson. Voting againsts Councilmen: Bishop, Box
and Nix.' Motion defeated:
It was duly moved and seconded that the meeting adjourn., Motion
carried:
