COUNTY OF BALDWIN
The City Council of the City of Fairhope met in regular session at
the City Hall, Monday, December 9, 1968 at 7:30 p.m., with the fol
lowing members present: Mayor Macon, Councilmen: Nix, Robertson,
Cowen, Bishop and Box.
The minutes of the previous regular meeting were approved.
This being date set for opening bids on two new police cars, the
following bids were received:

Motion by Councilman Robertson seconded by= -Councilman Box that Or-
dinance No. 409, An Ordinance Amending Section 13 of Zoning Ordin-
ance No.� 295, introduced at th,e regular meeting of November 25,196
be adopted as introduced. Motion carried.
Motion by Councilman Box; seconded by Councilman Cowen that bills
approved for apyment, motion carried.
Mr. Ed Warley.and Mr. Richard Lacey met w thC-ouncil pertaining to
field house at Municipal Airport stating thatr.the Department of..
Aeronautics has matching funds available for this purpose. After
general,discussion=Councilman Bishop moved, seconded by Councilman
Cowen, that the City appropriate $4,000.00 maximum.to meet the
$6,00.0.00. grant from Alabama Department of Aeronautics :to be expen
ded'on Field House and authorize the Aayor to enter into grant agr
ement with the,Department oA.Aeronautics upon Alabama Aircraft
conveying existing officeNttached hanger to the City and obligat-
ing itself for $2,000.00 to match $6,000.00 grant from the Departml
of Aeronautics. Motion carried.
Motion by Councilman Robertson seconded by Councilman Box that
Clerk be authorized to transfer,$30,000.00.from Gas Department to an
$30,000.00 from Electric Department to the Beach and pier project
Account. Motion carried.
Motion by Councilman Robertson seconded by Councilman Nix that .,the
bill of Moore Engineering Go., in the amount of $19871.75 and the
bill of Gulf City Construction Co., -in the amount of $569152.57 on
Pier project be approved for payment. Motion carried.
Councilman Box reported on trip made to Atlanta on December,5th at
which time Mayor Macon, Councilmen Box and Nix, together.with=City
Attorney Rickarby and'Mr. Ack Moore, met with H.U.D., authorities
to set in motion the application,for grant for. overall sewer projec�
which has been pending.€or some time. The"City!s proposal was well
received and should have some action on same within a reasonable
period.

MEETS ALL REQUIREMENTS M ASTM 0 17OV-55T, ASTM 0 2241M65T,
COMMERCIAL STANDARDS CS RKS -SX.
ASTM D 1784-35T - tentative specification for Rigid Polyvinyl Chloride
Compounds.
ASTM 0 2241-SST - tentative spocification for Polyvinyl Chloride CP VC)
Plastic Pipe CSOH-Fry and Class T)
SCOPE - Requirements for unplasticized polyvinyl chloride CPVC) pipe
with integrali l thickened -wall bells,
FROCUCT - Pipe shall be suitable for use at maximum hydrostatic
working pressures of 160 psi at 73 deg. F. All pipe must meet
requirements as set forth in Commercial Standard CS256-63, with
standard dimension ratio SOR 26, and bearing the National Sani-
tation Foundation seal for potable water pipe. Provisions must
be made for contraction and expansion at each joint with a rub-
ber ring, and integral thickened bell as part of each joint. Wipe
and fittings must be assembled with a non --toxic lubricant. Laying
lengths shall be 2C feet + 1".
MATERIALS - Pipe and fittings shall be made from clean, virgin, NSF
approved Type 1, Grade 1 PVC conforming to ASTM resin specifi-
cation 01704-65T. Clean reworked material generated from the
manufacturer's own pipe production may be used.
PHYSICAL AND CHEMICAL REQUIREMENTS - All Physical and chemical Tests
should be conducted at 73 deg. F.
QUICK DUR K TEST - In accordance with ASTM 1599-S2T a sample shall
withstand without failure a pressure of 500 psi (6,400 hoop ten-
sile stress) applied in SE to 9C seconds.
SUSTAINED PRESSURE TEST,- A sample shall withstand without failure
for 1 , &W hours a poessura of 34C psi C4, 20C hoop tensile stress)
in accordance to ASTM 1590-WT.
ACETONE IMMERSION TEST - After two hours immersion in a sealed con-
tainer of anhydrous C99,S% pure) acetone a 1" long sample ring
shall show no visible spalling or cracking. (Swelling or soften-
ing is not a failure.) In accordance with ASTM 2152-6 3T.

VISE TEST - Flace between two flat ;parallel plates a 2" long ring

Values in above Table are taken from ASTM Designation D1784-95T
Driefly the ASTM Designation D1704-GST classifies the unplasticized
compounds as follows:
Type I, having the highest requirements for mechanical properties,
except impact strength, and for chemical resistance.
Grade 1 has severe requirements both for mechanical properties
and chemical resistance.
Grade 2 has relaxed requirements for chemical resistance.
Type II, having high impact strength requirements with moderate
requirements both for mechanical strength and chemical
resistance.

Motion by Councilman Nix seconded by Councilman Cowen that the fol.

Motion by Councilman Robertson seconded by Councilman
Bishop that Insurance on Library contents be increased to $209000. 0
Motion carried.
Motion by Councilman Nix seconded by Cpuncilman Cowen that
City continue polic� of $20.00 Christmas bonus to City employees.
Motion carried.
Motion by Councilman Bishop seconded by Councilman Cowen.that
salary of City Clerk be increased $50.00 a month effective December
1, 1968. motion carried.

Motion by Councilman Bishop seconded by Councilman -Robertson that
Mayor Macon and.Councilman Nix be authorized to enter into nego-
tations with Riviera Utilities to acquire electric lines within
the City limits owned by Riviera Utilities. Motion cariied.�
.Plans for proposed>A dult Tourist-Recreati,on Building were
discussed and reviewed. It was decided to advertise for bids on
building with the City reserving the right to reject any or all bids.
Motion by Councilman Robertson seconded by Councilman Box that the
following be appointed to fill vacancies on the Board of Directors
of the Industrial Development Board of the City of Fairhope:
Walter O..Poser, Ray Malone and Jack Thomas for a term of two year
ending January, 1971, Bill Strickland and Richard Lacey for a term
of four years' ending January, 1973. Motion carried.
It was duly moved and seconded that the meeting adjourn. Motion
carried.
