HomeMy WebLinkAbout10-28-1968 Regular MeetingSTATE OF ALABAMA COUNTY OF BALDWIN The City Council of the City of Fairhope met in regular session at the City Hall, Monday, October 289 1968 at 7:30_P.M* with the following members present: Mayor-Maeon, Councilmen: Nix, Cowen, Bishop and Box;:` Councilman Robertson being absent' Minutes of the previous regular and special meetings were approved.! Notion by Councilman Cowen seconded by Councilman Box that Counc man Bishop be appointed to the Planning and Zoning -Commission through October, 1969.,' Notion carried. Mayor Naoon,, with approval of the City Council, appointed George Dyson as building Inspector: Notion by Councilman Bishop seconded by Councilman Nix that George Dyson, Building Inspector, issue building permit to Newman Industries, Inc. as recommended by the Planning and Zoning Comm- ission.` Notion carried.a Mayor Maeori read letter from Mildred Patton withdrawing her application for alterations to building at 307 Perdido Avenue. No action necessary.i Motion by'Councilman Bishop seconded by Councilman Boa that the following Resolution be adopted:, RESOLUTION BE IT RESOLVED BY THE Z40UNCIL OF THE CITY OF FAIRHOPE, that R. C. Maeon, Mayor. and - Marie Moore, Clerk of the City of Fair - hope, are to have a.coess to the safety deposit box in the First National Bank of Fairhope belonging to the City of Fairhope and all previous appointments authorizing persons to have access to the safety deposit boa for the City of Fairhope in the First Natio- nal Bank of Fairhope lbe, and the same are hereby revoked and the First National Bank of Fairhope is authorized to rely on this notice ift until notified in writing of revocation of such authority, Nbtion carried. (Notion by Councilman Bishop seconded by Councilman Nix that the City Attorney be authorized to bring Code of Ordinances up to date land to keep same up to date until notified to discontinue: Notion carried. On requests for bid on radio for Dog Cai2ier's truck, only one bid as received.. Notion by Councilman Nix seconded by Councilman Box that City accept bid of Electronics services for radio for Dog Catcher's truck in amount of 0350.00: Notion carried. or Macon appointed the following Councilmen as Commissioners the various departments of the City: Councilman Bishop Finance Councilman Cowen Parks and Recreation Councilman Robertson Streets Councilman Nix Electric Councilman Boa Water, Sewer and Gas Councilman Bishop introduced the following Ordinance which was seconded by Councilman Box.' ORDINANCE N0. 407 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE: Section 1. That R. C. MACON, Mayor of the City of Fairhope, be and he is hereby required to act as Superintendent of the Municipal water system and as Superintendent,of the Municipal light and power system and as Superintendent of the Municipal gas system, and as such he shall serve as Purchasing Agent for such systems, make all purchases authorized by the City Council therefor, keep a check on meter read- ings and billings for service and collection thereof, see that the sys- tems are kept in proper repair and operation, keep an inventory show- ing the supplies and equipment on hand for such systems, keep a full and complete monthly financlal statement of all operating costs and receipts, keep a proper inventory of the physical assets of such systems, and have all such data and information relative to such systems available for the City Council on its first meeting in each calendar month. Section 2. That in addition to the salary now fixed and paid to the said Mayor of the City of Fairhope under the general law of the State, there shall be paid to R�. C. MACOiN, as Superintendent of the water sys- tem for the services required of him in Section 1 hereof, the sum of ONE HUNDRED ($100.00) DOLLARS per month, payable as other City employees are paid out of the receipts of such water system; and as Superintendent of the light and power system for the services required of him in Section 1 hereof, the sum of ONE HUNDRED ($100.00) DOLLARS per month, payable as other City employees are paid out of the receipts of such light and pow- er system; and as Superintendent of the gas system for the services re- quired of him in Section 1 hereof, the sum of ONE HUNDRED ($100.00) DOL- LARS per month, payable as other City employees are paid out of the re- ceipts of such gas system. Section 3. The City Council of the City of Fairhope may at any regular meeting or special meeting called therefore, discontinue the ser- vices of the Mayor as Superintendent of the municipal water system and as Superintendent of the light and power system and as Superintendent of the municipal gas system, and in the event of such discontinu&-nce of his services as such Superintendent of such systems all compensation author- ized to be paid in Section 2 hereof shall lapse. -1- Page 2, Two _Pages: City of Fairhope. Section 4. This ordinance shall become effective 1 November, 1968, and shall expire /� / y 7N�, , and sooner if the present Mayor shall vacate the office. Approved: ,.Mayor Attest,•,, , Clerk. Councilman Box moved that all rules governing the council, which might, unless suspended, prevent the passage and adoption of the ordinance at his meeting, be and the same are hereby suspended for the purpose of permitting the said ordinance to be finally' passed and adopted at this meeting., Councilman Cowen seconded the motion.+ The question was put before the council and on roll call the vote was as follows: Yea: Councilmen: Nix, Cowen, Bishop and Box: Nay: Nose. Councilman Robertson absent.' Mayor Macon abstained from voting*4 Notion adopted. Councilman Cowen moved that said Ordinance No: 407 be finally passed and adopted as introduced: Councilman Bishop seconded the motion. The question of final passage and adoption of said Ordinance was put to vote of the council, and on roll call the results were as follows: Yeas Councilmen: Nix, Cowen, Bishop and Box., Nay: None.' Councilman Robertson absent.Y Mayor Macon abstained from voting.' Mayor Macon declared the Ordinance finally passed and adopted: Mayor Macon appointed Jack Kirk to serve on the Planning and Zoning Commission.! Notion by Councilman Cowen seconded by Councilman Nix that the meeting adjourn. Notion carried.' Approved Mayor Attest: - City Clerk
