County of Baldwin
The City Council of the City of Fairhope met in regular session,
at the City Hall, Monday, July 22, 1968 at 7:30 P.M., with the
following members present: Mayor R. C. Macon, Councilmen: Spader
Reynolds, Stipes, Gaston and Stine.
Minutes of previous regular meeting were approved.
The following -persons have been appointed by the City
Fairhope, Alabama, to serve as election officers at -the
municipal election to be held on August 13, 1968.

Mayor and Council set August 12, 1968 as date for school of in-
struction for election officials.
Council rejected claim of Mr. Quinn and Mr. Finley on gas line.
Motion by Councilman Stipes seconded by Councilman Spader that
Mr. H. A. Boullemet be hired temporarily at $100:00 per month.
Motion carried.
Councilman Reynolds appointed Mr. C. E. Fortenberry to Adjust-
ment Board to fill unexpired term of Mr. Robert Wilder. motion
withdrawn and appointment carried over to next regular meeting.
Motion by Councilman Reynolds seconded by Councilman Gaston that
James Stewart be employed as meter reader at a starting salary
of $300.00 per month. motion carried.
Motion by Councilman Gaston seconded by Councilman Spader that
City renew page ad in Gulf States. motion carried.
Councilman Stipes introduced the following Ordinance which was
read to the meetings
ORDINANCE NO. 402
AN OR DINANCE TO AMEND ORDINANCE NO. 366 TO READ "FROM PAYING
THE EMPLOYEES OF THE CITY OF FAIRHOPE, ALABAMA ON THE FIRST AND
FIFTEENTH OF EACH MONTH TO•EVERY TWO WEEKS°,
BE IT ORDAINED by the City Council of Fairhope, Alabama as
follows:
That WHEREAS, the City employees of the City of Fairhope,
Alabama are now paid on the first and fifteenth of each month,
and the City Council is desirous of seeing the City employees
paid every two weeks,
NOW, THEREFORE, BE IT ORDAINED, that Ordinance No. 366
be amended to read that all employees of the City of Fairhope,
Alabama be paid each two weeks instead of on the first and fif-
teenth of each month.

Councilman Gaston moved Councilman Stine seconded that all rules
governing the Council which might, unless suspended, prevent the
passage and adoption of this Ordinance at this meeting, be and
the same are hereby suspended for the purpose of permitting the
said Ordinance to be finally passed and adopted at this meeting.
Upon being put to vote the following vote was recorded: For:
Mayor Macon, Councilmen: Spader, Reynolds, Stipes, Gaston and
Stine.
Against: None. Councilman Stipes moved that said Ordinance No.
402 be finally passed and adopted as introduced. Councilman
Spader seconded motion. The mayor put the question of final pas-
sage and adoption of said, ordinance to the vote of the Council and
on roll call the results were as follows: For: mayor Macon, Council-
men: Spader, Reynolds, Stipes, Gaston and Stine. Against: None.
Motion by Councilman Reynolds seconded by Councilman Stipes that
the following Resolution be adopted. Motion carried.
"EXHIBIT All RESOLUTION
WHEREAS, the City of Fairhope is now in the process of four-
laning North Section Street from its intersection with Fairhope
Avenue North to Creek Drive, which is a public street in the City
of Fairhope, Baldwin County, Alabama, and
WHEREAS, The City of Fairhope has been unsuccessful in its
efforts to acquire the hereinafter described property ftr the neces•
sary expansion of the said right-of-way for the four -lane highway,
and
WHEREAS, the acquisition of the hereinafter described properi
would be in the public interest and necessary for the four-laning
of North Section Street in Fairhope, Alabama, now, therefore,
BE IT RESOLVED that the City of Fairhope, through its right
of emminent domain as set out in Title 19, Section 1, et seq, and
Title 37, Section 507, et seq, of the 1940 Code of Alabama as re-
compiled in 1958, proceed with the -,acquisition of the property her(
inafter described for the expansion of North Section Street, which
said property is more particularly described as follows:
Beginning at Station 60+26.10 of Pro-
ject No. F-4L67-(1) where the easterly
projection of the north boundary of
Miller Avenue intersects the centerline
of said project; thence N-17039'-E along
the centerline of said project a dis-
tance of 264.57 feet to Station 62+90.67
where the easterly projection of the So.
boundary of Volanta Avenue intersects
the centerline of said project. Also,
beginning at Station 36+69.69 of Pro-
ject No. F-4L67-(1) where the easterly
projection of the South boundary of
Block 3, Council's lst Addition to Airy
Heights intersects the centerline of
said project; thence N-20013'-E along
the centerline of said project a distance
of 280.51 feet to Station 39+50.20, where
the easterly projection of south boundary
of Grand Avenue intersects the centerline
of said project.
BE IT FURTHER RESOLVED that a petition for Order of Condem-
iation be filed forthwith in the Office of the Judge of probate of
ialdwin County, Alabama, naming as owners of the hereinabove des-
:ribed property C.G. Godard and Wife, Rachel F. Godard.
BE IT FURTHER RESOLVED that the City Attorney file the said
)etition for Order of Condemnation forthwith. -
ADOPTED at a regular meeting of the City Council of Fairhope,
dabama on the 22nd day of July, 1968.

This .being date set for public hearing on rezoning Kline property
on Greeno Road from R-2 to B-1, there being no protests, the fol-
lowing Ordinance, as recommended by the Planning and Zoning Com-
mission was introduced by Councilman Gaston and Seconded by Counc
man Stine.
ORDINANCE NO. 403
An Ordinance to Amend Section 13 of Zoning Ordinance No. 295
by rezoning the following described property from R-2 to B-1:
The South 300 feet of the East 293 feet
of the SEJ of the NE4 of Section 17,
Division of the lands of the Fairhope
Single Tax Corporation in the City of
Fairhope, Alabama, as per its plat there-
of filed for record September 13, 1911 and
Right of Clay deed to Baldwin County, Ala-
bama, as approved by Executive Council on
October 16, 1952, Section 17 Township 6
South, Range 2 East, Baldwin County, Ala.
Motion by Councilman Stipes seconded by Councilman Spader that
City accept low bid to'repair Police Car #10 subject to Insurance
Adjusters report. motion carried.
It was duly moved and seconded that meeting adjourn. motion
carried.
