HomeMy WebLinkAbout05-13-1968 Regular MeetingS' A' S OF ALABAMA COUNTY OF BALDWIN T14t' City Council'of the City of F irhope met in regular session at the City,Hall, Monday, May 13, 19�8 with the following members present: Mayor Macon, Councilmen: Spader, Reynolds, Stipes, Stine and Gaston, City Attorney, City Engineer and Executive Assistant. Minutes of the previous regular meeting were approved. Councilman Stipes introduced the following Resolution which was seconded by Councilman Spader and read to the meeting: RESOLUTION WHEREAS, The Mayor, City Council and the citizens of the City of Fairhope, Alabama were deeply"grieved to learn of the untimely passing of Governor Lurleen B. Wallace, and WHEREAS, the citizens of the State of Ala- bama and nationwide have deeply mourned her pass- ing, and WHEREAS, Governor Lurleen B. Wallace was very highly respected and her sincere love for the people has been reflected in the capable and efficient handling of the duties of her, - office, and WHEREAS, the Mayor, and City Council of the City of Fairhope, Alabama desire to show their 'deep appreciation for her efforts on behalf of the municipalities and the people of.the State of Alabama. NOW, THEREFORE, BE IT RESOLVED that the Mayor and City -Council, and the citi�:ens of the City of Fairhope, Alabama extend*to the Honorable George •C. Wallace and children, their deepest sympathy on the passing of Governor Lurleen B. Wallace. BE IT FURTHER RESOLVED that a copy of this Resolution be mailed to the Honorable George C. Wallace, Montgomery, Alabama. BE IT FURTHER RESOLVED that a copy of this. Resolution be spread upon the permanent minutes of the Mayor and City Council of the City of Fairhope, Alabama on this the 13th day of May, 1968. lResolution adopted by unanimous vote -of the Council. Barbour Written protest by Fairhope Single Tax Corporation Motion by Councilman Stine 'seconded by Councilman Reynolds tha$ Grade Ordinance No. 394, An ORDINANCE FIXXING AND ESTAILISHING THE GRADE OF A CERTAIN PORTION OF SECTION STREET AND THE GRADE OF CURBS ON BOTH SIDES OF SUCH PORTION OF SAID STREET, AND THE GRADE OF THE SIDEWALK ON BOTH SIDES OF SAID PORTION OF SAID STREET, be adopted as introduced at the regular meeting of April 23, 1968. Motion carried. Motion by Councilman Reynolds seconded by Councilman Stine that IMPROVEMENT ORDINANCE NO. 3959 AN ORDINANCE TO PROVIDE CERTAIN IMPROVEMENTS ON SECTION STREET RUNNING FROM AT ITS INTERSECTIONS OF FAIRHOPE AVENUE NORTH TO THE CENTERLINE OF NORTH CREEK DRIVE, IN THE CITY OF FAIRHOPE, ALABAMA, be adopted as introduced at the reg- ular meeting of April 239 1968. Motion carried. The following Ordinance was introduced by Councilman Stipes and read at length. ORDINANCE NO. 397 AN ORDINANCE TO AMEND ORDINANCE NO. , WHICH IS COMMONLY KNO AS THE SIGN ORDINANCE, TO READ: ALL HOSPITALS, SCHOOLS, CHURCHES, MORTUARIES AND FUNERAL HOMES ARE EXEMPT FROM THE PROVISIONS OF THE SIGN ORDINANCE. BE IT ORDAINED BY THE CITY COUNCIL OF FAIRHOPE, ALA BAMA that Ordinance No. I , referred to as the Sign Ordin- ance, be, and the same is ere y amended as follows: All hospitals, schools, churches, mortuaries and funeral homes are hereby exempt from the provisions of the Sign Ordinance as relates to the construction, erection or building of a sign in a residential area. All hospitals, schools, churches, mortuaries and funeral homes are required to make application directly to the city Council for its approval or disapproval of such signs in a residential area. Adopted this the Attest: i yClerk) •.: Mayor a Councilman Reynolds moved that all rules governing the Council, which might, unless suspended, prevent the passage and adoption of the Ordinance at this meeting, be and.the same are hereby gSus- pended for the purpose of permitting the said Ordinance to be. finally adopted at this meeting: Councilman Gaston seconded the motion. The question was put before the Council and on roll call the vote. was as follows: "Yea", Mayor Macon, Councilmen: Spader, Reynolds, Stipes, Gaston and Stine. "Nay" None. The Mayor declared the motion adopted by unanimous vote. Councilman Spader moved that Ordinance No. 397, an Ordinance Ameriding Sign Ordinance, be finally passed and adopted as introduced. Councilman Stipes seconded the motion. The Mayor put the question of final passage and adoption of said Ordinance to vote of the Council, and on roll call the results were as follows: "Yea": Mayor Macon, Councilmen: Spader, Reynolds, Stipes, Gaston and Stine. "Nay": None. The Mayor declarec the 10EXIM Ordinance finally passed and adopted. Motion by Councilman Reynolds seconded by Councilman Spader that Ordinance No. 396, An Ordinance rescinding Ordinance No. 388, Qualifying Fees, introduced at the regular meeting of April 23, 1968 be adopted as introduced. Motion carried. Motion by Councilman Stipes that the Mayor appoint a committee of three Councilmen to look into the feasibility of all City employee working 40 hours a week. Motion died for lack of second. Motion by Councilman Stipes seconded by Councilman Reynolds that the City go along with the recommendations of Attorneys Bailey and Lacey and that City Attorney John Duck work with them on Daphne gas line. Motion carried. Motion by Councilman Gaston seconded by Councilman Reynolds that City Superintendent be authorized to hire four high school boys fo the summer at $1.25 an hour. Motion carried. This being date set for opening bids on gas pipe, the following bids were received and read to the meeting: May Supply Company 3000' - 2" as per specs. $1398.00 14000'- 1" of of3:542.00 25 - 10 days L. B. Foster Co. 3000' - 2" as per specs 19227.00 140001- 1" of " 3,150.00 2% - 10 days Consolidated Pipe and Supply Co. P3000" - 2" As per specs 19230.00 14000'- 1" " of 39213.00 2% - 10 days Motion'by Councilman Reynolds seconded by Councilman Stipes that Jack Kirk evaluate bids and accept low bid. Motion carried. .Motion by Councilman Stipes seconded by Councilman Spader that application for proposed sign for Bay View Services, Inc., be approved. Motion carried. Motion by Councilman Reynolds seconded by Councilman Gaston'that City run gas line to new subdivision of Grand Hotel, individual customers to pay connection fee. Motion carried. Councilman Spader requested that the City advertise for bids on Police Car with trade-in of Car #109 1967 Plymouth. Motion by Councilman Reynolds seconded by Councilman Spader that bills be approved for payment. Motion carried. It was duly moved and seconded that the meets adjourn. Motion carried.
