COUNTY OF BALDWIN
The City Council of the City of Fairhope, Alabama met in regular
session at the City Hall, Monday, March 11, 1968 at 7:30 P.M.
with the following members present: Mayor Macon, Councilmen:
Spader, Reynolds, Stipes, Gaston and Stine.
Minutes of the previous regular meeting and special meeting of
March 4, 1968 were approved.
Mrs. Malcolm requested the City to open Summit Street immediately
South of Grand Avenue. Mr. Kirk and Councilman Stipes were re-
quested to chock and report at the next regular meeting of the
Council.
This being date set for opening bids on reroofing and repairing
Reservoir, no bids were received. The following labor prices were
submitted in place of bids:
Cecil Mattingl7 - Cost plus basis
Carpenter 43.00 per hour
Laborer
Plus 20%.
Louis Lams $2.70 per hour.
Council rejected_ both labor prices and requested 114r. Kirk to check
the feasibility of using City labor or secure bids for next
regular meeting.
Mayor l[acon appointed Jack Kirk, Councilman Stipes and Ack Moore,
Engineer, as a committeg to check drainage on Wellington Johnson
property and report at the next regular meeting of the Council.
Motion by Councilman Reynolds seconded by Councilman Stipes that
the following Ordinance be introduced: Motion carried.

AN ORDINANCE PROVIDING FOR AN AMENDMENT TO ORDINANCE NO. 266 AS
QUOTED IN THE CODE OF ORDINANCES FOR THE CITY OF FAIRHOPE AS
SECTION 18-21 STREET IMPROVEMENTSO BY.ADDING THERETO: (f) PROHIBIT
ANY PERSON, FIRM OR CORPORATION FROM COMPLYING WITH'SECTION 18-2
OF THE CODE OF ORDINANCES OF THE CITY OF-FAIRHOPE UNDER ORDINANCE
N0. 266 FROM PAVING ANY STREET OR SUBDIVISION UNTIL A_LL'CIT_Y
UTILITIES ARE INSTALLED.
BE IT BBDAINED by the City Council of the City of Fairho e,
Alabama to amend Ordinance No. 266 as cited in the Code of Ordi-
nances of the City of Fairhope as Section 18-2 "Street Improvement
Requirements": by adding thereto: (f) No person, firm or corpora-
tion shall comply with any of the prior provisions of this
Ordinance unless and until all utilities of the City of Fairhope
are completely installed.
No pe son, firm or corporation shall be issued a permit
to pave in acconance with the specifications as hereinabove set
out until they shall have obtained from the Building Inspector
of the City of Fairhope a permit for the paving showing that all
of the City Utilities have been installed.
Motion by Councilman Reynolds seconded by Councilman Spader that
the City Clerk advertize rezoning of Bosby property as recommended
by the Planning and Zoning Commission. Motion carried.
Motion by Councilman Stine seconded by Councilman Gaston that the
bills be approved for payment. Motion carried.
Motion by Councilman Spader seconded by Councilman Reynolds that
the bill of Dixie Laboratories, Inc. in the amount of 3,727.50
on B 0 R Prodect #01-00016 be approved for payment. Motion carried,
Motion by Councilman Gaston seconded by Councilman Reynolds that
the bill submitted by Dixie Laboratories on widening of Fairhope
Avenue and Section Street in the amount of $2,302.50 be approved
for payment provided it checks out with basic proposal. Motion
carried.
Motion by Councilman Stine seconded by Councilman Reynolds
that Council meetings be delayed until 8:00 P.M. so members can
watch Rowan and Martin Laughln. Upon being put to vote the follow.
ing vote was recorded: Voting For: Councilmen Stine and Reynolds.
Voting Against: Mayor Macon, Councilmen: Gaston and Stipes.
Councilman Spader abstained from voting. Motion defeated.
It was duly moved and seconded that the meeting adjourn,Motion
carried.
