HomeMy WebLinkAbout08-22-1966 Regular MeetingSTATE OF ALABAMA COUNTY OF BALDWIN The City Council of the City of Fairhope met in regular session at the City Hall, Monday, August 22, 1966 at 7:30 P.M. with the following members present: Mayor Macon, Councilmen: Spader, Stipes Reynolds and Stine. Councilman Gaston being absent. The minutes of the previous regular meeting were approved. Motion by Councilman Stine seconded by Councilman Stipes that Ordinance #369, An Ordinance Amending 15-1 of the Code Of Ordinane� Of The City of Fairhope As Amended by Ordinance #326, be adopted as introduced at the regular meeting of August 8, 1966. Motion carried. Motion by Councilman Reynolds seconded by Councilman Stine that the City place $25.00 Ad in The Baldwin County Fair program Book. Motion carried. Motion by Councilman Stipes seconded by Councilman Spader that the Mayor shall appoint an expert accountant to make an exzminati in detail of all the books since'the preceding examination, make a full report thereof in writing, under oath, to be submitted to the Council at it's first meeting after the completion of such report. That all deposits audited hereunder, shall be'verified by the accountant so appointed. Motion carried. Mr. Frank (Pete) Wiggins submitted his letter of resignation as Superintendent of the Gas, Water and Sewer systems to accept a job in Greenville, Alabama, Councilman Reynolds requested that a letter of appreciation be written to Mr. Wiggins for his 20 years of service with the City. Mr. Jack Kirk, City Superintendent, gave a report on bids received on tractor and equipment at the last meeting and recommended that the City accept bid of Foley Tractor Company in the amount of 3,825.00- Motion by Councilman Reynolds seomded by Councilman Stine that the City accept bid of Foley Tractor Company as recommei ded by City Superintendent. Motion carried. Motion by Councilman Stine seconded by Councilman Stipes that the City Superintendent make a study of the possibility of opening the beach road North to Gayfer Street, an estimate of cost and infor- mation on ownership for right-of-way. Motion by :;Councilman Stipes seconded by Councilman Spader that Jack Kirk be authorized to purchase creosoted pples for new 44 KVA line as per quote submitted by American Creosoting Company. Motion carried. Motion by Councilman Spader seconded by Councilman Stipes that Jack Kirk be authorized to purchase Hy press tool, dies and sleeve, as per quote from Turner Supply Company. Motion carried. Motion by Councilman Reynolds seconded by Councilman Stipes that Jack Kirk be authorized to purchase necessary equipment for new 44 KVA line as material is available and needed. Motion carried. Motion by Councilman Spader seconded by Councilman Stine that the meeting adjourn. Motion carried. Approved Mayor Attest: City Chk 0 P� i RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE, ALABAMA IN REGULAR SESSION THIS 27th DAY OF JUNE, 1966, THAT: The Council expresses its thanks to Miss Mary Grice for her lucid and informative presentation of the Community Action Prograt as it might apply to the City of Fairhope, and that such written material as she wishes to leave with us be placed on file. BE IT FURTHER RESOLVED that the Council is not at this time in favor of City participation in this program, or of any similar program otherwise sponsored in this area, for the following reasons: (1) The small number of persons in actual poverty, (within the ordinary meaning of the word) are at present receiving or can receive assistance from the several long established programs under local or State supervision; (2) There has for some time been a noticeable lack of applicants for jobs open, locally and in our neighboring city of Mobile, in unskilled, semi -skilled and skilled classifications and it is our opinion that any program purporting to give train- ing in higher skills will have the effect of attracting persons who might otherwise accept employment now available to them. (3) We are aware that our Country is at present engaged in E war -like situation in Asia, the cost of which cannot at present be measured and that the military demands upon the Government must of necessity limit at some point the funds available for domestic social projects. This being the case, we feel that all available funds under the Community Action Program should be applied in the areas of greatest need, of which we are not one; and, BE IT FINALLY RESOLVED that this Council will, by RESOLUTION; (The Mayor concurring) inform Miss Grice's office of any future change in local conditions -"which might make our participation in a program advisable.
