HomeMy WebLinkAbout09-23-1963 Regular MeetingSTATE OF ALABAMA COUNTY OF BALDWIN The City Council of the City of Fairhope met in regular session at the City Hall Monday, September 239 1963 at 7:30 P. M. with the following members present: Mayor Schneider, Councilmen Gaston, Nglson' Boone and Poser. i�(j1�.�..G..C.. The minu s of the p evious meeting were approved. Mr. Rickarby reported on financial program for street improvements. Mr. Byrne was requested to compile report on financial needs to be presented at next meeting. , Motion by Councilman Nelson haV Richard Spader be appointed council- man to fill unexpired term of A. E. Schermer. Motion carried unani- mously. Letter from Mr. Lipscomb relative to janitorial service at Armory read; Mayor Schneider and Mr. Byrne were.instructed to investigate and report recommendations at next Council meeting. City Council authorized erection of signs marking City limits on South Section Street. Motion by Councilman Poser, seconded by Councilman Nelson, that the following ordinance be -introduced: Ordinance #314 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE, ALABAMA, that Article 7 Business District Requirements of Zoning Ordinance #295 of the City of Fairhope be amended by insertion of page 28A & B, as follows: Motion carried. Motion by Councilman Poser, seconded by Councilman Nelson that the rules be suspended and Ordinance be adopted. Motion carried. Mr. Nahrgang appeared before the Council relative to Valley Drive paving and was advised that this improvement would be assessed to him on the same basis as other residential property owners in the 1963 Street Improvement program and that he would be reimbursed for the engineering. Motion by Councilman Gaston, seconded by Councilman Nelson that action on transferral of business license from Charles Dean to Earl Short be based on recommendation of Police Chief. Motion carried unani- mously. Group of citizens submitted petition requesting that Pensacola Avenue be paved from Tensaw Avenue to Section Street. They were advised that the City would take the necessary legal steps toward including this paving in the 1963 Street Improvement Program. Motion by Councilman Boone, seconded by Councilman Poser that the basing of Bancroft St. from Magnolia Ave. to Fairhope Ave. be completed and Moore Engineering Co. be instructed to include this section of Bancroft St. in their 1963 Street Improvement contract. Motion carried unanimously. D Motion by Councilman Nelson, seconded by Councilman Boone that the Mayor be authorized to sign negotiated contract on gas driven deep well. Motion carried unanimously. Motion by Councilman Boone, seconded by Mr. Poser that Mayor be authorized to sign agreement with Donald Mills, Consulting Engineer relative to deep well. Motion carried. Mr. Schermer reported for Municipal -Recreation Building Program Committee. Motion by Councilman Boone, seconded by Councilman Poser that upon the recommendation of the Committee and subject to the approval of the City Attorney, the Mayor'be authorized to sign a contract with Robert S. Bateman and,Associates for necessary survey and land use planning of MonroeSmith tract on Greeno Road. Motion carried unanimously. Chairman of Airport Board gave a progress report. Mr. Brantley of Brantley Construction Co. was instructed to meet with the City Attorney relative to Business license. Mr. Rickarby was instructed to prepare report to Council concerning aid in paving at Anna T. Jeans School. Motion by Councilman Boone, seconded by Councilman Nelson that fence as outlined in ABC Fence Industries proposal be installed and that upon the installation of this fence -and the completion_ of the Summit Street improvements between St. -James Street and Morphy AVenue, Church Street be opened to the -public, Motion carried with all Councilmen and the '1� yore voting aye. r Motion by Councilman Poser, seconded by Councilman Boone that the meeting adjourn to meet again in unadjourned session on Monday, September 30, 1963 at 7:30 P.
