County Of Baldwin
The City Council of the City of Fairhope met in regular session at
the City Hall$ Mondayq Jan. 14, 1963 at 7230 P.M. with the following
members presents Mayor Schneider, Councelmen: Boone' Gaston, Nelson,
Poser, Schermer. Uotion by Councilmen Schermer, seconded by Council-
man Gaston that Eloise T. Wilson be appointed temporary clerk for this
meeting. Motion Carried.
Minutes of the previous regular meeting were read and approved as
read. Minutes of the special meeting of Jan. 4, 1963 were read and
approved as read.
Motion by Councilman Posers seconded by Councilman Boone that the
following resolution be adopted (Airport Resolution) On being put
to vote the following votes were recorded: For: Councilman Gaston,
Poser, Boone, Against: Councilman Schermer, Councilman Nelson not
voting. Motion Carried.
Mayor Schneider commended especially Dr. H. C. Mullins, Chairman of
the Airport Committee, for his efforts9 as well as all others who
worked on the Airport project.
Richard C. Lacey, Attorney, and Elliot Rickarby, City Attorneyq
reported on their interpretation of Memorandum of Agreement between
City of Fairhope and City of Daphne concerning gas system purchase.
Motion by Councilman Poser, seconded by Councilmen Boone that the
following resolution be adopted. (Gas Sale Resolution) Motion carried
unanimously.
Walter Wilson representing Eastern Shore Art Association and J. R.
Moreno representing John Craig appeared before the Council requesting
relocation of that part of Tensaw Avenue between Pensacola Avenue
and Highway 909 Motion by Councilman Nelsons seconded by Councilman
Boone that the City Council refer this request to Fairhope Planning
and Zoning Commission for action. Motion Carried.
Cecil Ward and Clarence Bishop registered protest as to proposed
location of the Airport.
City Attorneys E. G. Rickarby reported that the 1962 Street Improve.
ment assesstgent notices were ready for passage and publication and
that the Ordinance will be ready for presentation at the next regular
Council meeting.,
Motion by Councilman Booneg seconded by Councilman Poser that Ordinance
#295 "Zoning and Mobile Home Park Ordinance of the City of Fairhope"
be adopted, and be effective on passage. Carried unanimously. City
Business Administrator Mr. Byrne was instructed to investigate details
of the printing of Ordinance #295 and the new Subdivision Regulations:
Motion by Councilman Boone, seconded by Councilman Nelson9 that the
City Business administrator prepare specifications and bid advertis.•
ments for a dump trucks said bids to be limited to Baldwin County
Dealers. Motion carried unanimously.
There being a vacancy on the Harbor Boardq Councilman Poser proposed
that Harbor Board Chairman, Councilman Boone submit to the City
Council a list of names from which the appointment may be made.
Letter from W. H. Howie read in which he requested permission to open
a -Billiard Parlor in the Fairhope Casino Buildings formerly occupied by
the Fairhope Bowling Center. Motion by Councilman Schermer seconded
by Councilman Poser that W. F. Howie be granted license to op ;ate
Billiard Parlor in former Fairhope Bowling Center I adjacent to the
Fairhope Casino. Motion carried unanimously.
City Administrator Byrne was instructed to publicize new schedule of
fees to be charged for Building Permitst said schedule to be enforced
strictly on and after March 1, 1963,
City Administrator Byrne was authorized by Council to seek site for
new Electrical Sub -Station and report findings at next Council meet-
ing.
Moore, Engineering Co. representative reported that pland and specifications
for the City garage will be prepared by the next Council meeting.
Mr.. Byrne was requested to submit list of all qualified street improvement
requests to next Council meeting.
Citp Adm. Byrne was instructed to prepare report on facilities and equip-
ment required for beach toilets. -Mr. Hawie offered his cooperation on this
project.
Motion by C ounciiman Gaston, seconded by Councilman Boone that the balance
due Municipal Code Corporation be paid. Motion carried unanimously.
City Business Adm. Byrne was instructed to authorize payment of final bill
of H. 0. Weaver when presented.
Motion by. Councilman Poser, seconded by Councilman Gaston that Moore
Engineering Co. statement of $197.60 for services on Bancroft St. be allowed,
this amount to be charged against the Special Accto of funds provided by
Fairhope Single Taft Corp. Motion carried unanimously.
Letter from Gavin Hunter read. Motion by -Councilman Gaston, seconded by
Councilman Poser that the City open aileyfrom west edge of Gavin Hunter's
parking lot to Summit Ste and install necessary street light. Motion carried
unanimously.
Council decided to table suggestion on refund of certain meter deposits.
Mr. Byrne was instructed to (1) give concrete suggestions on delinquent
penalties, (2) set up record of public property, (3) write E win Engineering
Co. regarding 4-lane access streets from business area to contemplated 4-lane
highway, (4) write fiscal agent regarding 5 mill tax reduction, (5) investigate
retirement fund system for City Employees.
Mr. Rickarby, City Attorney, was Instructed to draw up resolution of
appreciation to Southern Bell Telephone Co. for new pay phone installations.
Motion by Councilman Schermer, seconded by Councilman Nelson, that
Mr. Rickarby be Instructed to write the Public Service Commission opposing
any telephone rate increases, as,rates are burdensome as they are now. Motion
carried unanimously.
Letter from Mrs. E. E. Newel I read. Mr.R ickarby was Instructed to compose
Resolution of Condolences for next meeting.
Mr. Lacey reported progress of committee investigating power contracts.
List of bills read and approved for payment. Motion by Councilman Poser,
seconded by Councilman Gaston, that future bflIs against the City be approved
for payment by superintendents and City Business Administrator and list of
bills paid submitted to Councilman for information. Motion carried unanimously.
Motion by Councilman Boone, seconded by Councilman Poser, that the request
of Robert Nahrgang and wife, Marjory Nahrgang, to vacate certain lots of
Fairwood Subdivision #7 be sent to the Fairhope Planning & Zoning Commission
for recommendations. Motion carried unanimously.
It was duly moved and seconded that meeting adjourn. Motion carried.

BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAIRHOPE, ALABAHA, That

WHEREAS, the City Aviation Committee has reported that
the cost of the land and the construction of a
municipal airport is EIGHTY THOUSAND DOLLARS ($80,000.00),
and that the City of Fairhope is eligible for and has
commitments from the Federal Aeronautics Administration
for fifty percent (50%) of said cost; and from the Alabama
Department of Aeronautics for twenty-five percent (25/) of
said cost; and"the County of Baldwin for SIX THOUSAND
DOLLARS ($6,000.00); and from private industries for FIVE
THOUSAND DOLLARS ($5,000.00); making the City of Fairhope's estimated
cost for the construction of said airport approximately
NINE THOUSAND DOLLAR6 ($9,000.00):

THE CITY OF FAiRhOPE, ALABAMA, That the City of Fairhope
be authorized to submit the necessary forms to secure said
aid, employ an engineer to make the necessary studies and
plans required by assisting agencies and to purchase the
land for said airport ,�610P, to
and the City of Fairhope is authorized to
expend the amount necessary for constructing said airport
after all aid has been secured; and the 1'layor and City
Clerk be authorized to execute all applications, options,
checks and vouchers to purchase said land and secure

Be it furdher resolved that the Airport Committee
make ever effort to secure additional aid for the construction
or pur se of the Airport.
