County of Baldwin
The Town Council of the Town of Fairhope met in
regular session at the Town Hall Tuesday, September
91 1947 with the following members present: Mayor:
Howard Ruge, Councilmen: J.H. Bennett, C. A. Gaston,
H. P. Kamper, W. 0. Keeble and J. 0. Stimpson.
The Minutes of the previous regular meeting were read '
and approved.
Motion by Councilman Stimpson seconded by Councilman
Kamper that the application of John D. Cocke to erect
canvass awning at Stenzel Building be allowed. Motion
carried.
Motion by Councilman Gaston seconded by Councilman
Kamper that the application of Carl Bloxham for per-
mit to build on Lot 12, Block 9, Division 1, 22* feet
from Summit Street be allowed. Motion carried.
Motion by Councilman Gaston seconded by Councilman
Kamper that the Mayor be directed to order Caterpillar
Diesel #212 Motor Grader with Scarifier attachment.
Motion carried.
Councilman Gaston introduced the following resolution
and moved its adoption. Councilman Bennett seconded
the motion and upon being put was unamiously adopted.
Voting yes: Mayor Ruge, Councilmen: Bennett, Gaston,
Kamper, Keeble and Stimpson. Voting Nay: None.
RESOLUTION
WHERAS the revenues derived from existing
property taxes have not increased in relation-
ship with the increased demand -for municipal
services and improvements resulting from the
estimated 100% increase in our population
since the census of 1940 and the increased area
to which service must be extended, and
WHEREAS the Town Council has had to effect
borrowings so it might more nearly supply the
needs of the citizens; and must make additional
borrowings for the purchase of new firefighting
equipment, and new road maintenance equipment,
etc.; and the resulting debt service must now
be paid out of already inadequate receipts, and
WHEREAS the Town Council has constitutional
authority to levy an additional five mill tax on
the assessed value of property, for the specific
purpose of debt service, and the basis of such
a tax is more equitable than City Sales Tax,
Recreational tax and Business License Tax.
THEREFORE BE IT RESOLVED, that an ordinance
to provide for the levying of such five mill
tax be drawn and presented to the Council for
its first reading,at its next regular meeting,
Sept. 23, 1947.
