The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Comp lex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 24 October 2022.
Present were Council President Jimmy Conyers, Councilmembers: Jack
Burrell, Corey Martin, Jay Robinson, and Kevin Boone, Mayor Sherry Sullivan, City
Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks.
Council President Jimmy Conyers called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The first item on the agenda was the Discussion of Amending Ordinance No . 1269
User Fees Charged by the City of Fairhope Planning and Zoning Department.
Planning Director Hunter Simmons addressed the City Council and explained the
reason for the proposed Ordinance. He commented it has not been updated since
2005 ; and stated the fees are passed to the owner and/or developer. Mr. Hunter also
explained the advertising and costs .
• The next item on the agenda was the Discussion of the Accumulated Concrete Debris
as Surp lu s by Public Works Director Richard Johnson . He said the ultimate goal
would be the reclamation of the site and associated airspace for needed landfill, a
stockpi le of R-Base for new construction and/or repair and a significant recycle/reuse
program for the City . Mr. Johnson said a 90 /10 split should be considered a minimum
ratio ; and this could net 200 tons of R-Base at a market price of $35.00 per ton. See
attached handout.
• Councilmember Martin gave a Personnel Board update. He mentioned that Gas
Superintendent Jeremy Little and Chief Stephanie Hollinghead attended the meeting .
Council President Conyers briefly went through the Agenda Items and who
would explain if needed.
• IT Director Jeff Montgomery addressed the City Council regarding Agenda Items
No . 18, No. 20 , No. 22, No . 23 , and No. 29 ; and answered any questions if needed.
Councilmember Burrell suggested the possibility of negotiating the modem services .
• Water and Wastewater Superintendent Jason Langley addressed the City Council
regarding Agenda Items No . 17 , No . 19, and No. 24; and answered any questions if
needed. He said we would be purchasing 500 meters per quarter.
Public Works Director Richard Johnson addressed the City Counci l regarding
Agenda Items No . 11, No. 13, No. 14 , No . 16 , No. 21 , No. 25, No. 27, an d No . 28 ;
and answered any questions if needed . Mr . Johnson mentioned Sanitation bas
received $36,000 .00 more due to finding multiple cans . He also gave an update on
the Arts Alley Project.

• Assistant Electric Superintendent Ben Patterson addressed the City Council regarding
Agenda Item No . 15; and answered any questions if needed. Councilmember Burrell
said at the AMEA meeting he may have found a vendor. Mayor Sullivan said she
spoke with a company for a second opinion. Mr. Patterson gave an update on the
Fairhope Docks; finger piers , and the Lighting of Trees .
• Gas Superintendent Jeremy Little addressed the City Council and gave an update on
the Inactive Service Project. He said that 50 to 60 are needing to be killed. Mr. Little
commented that the Magnolia River Co ntract is being reviewed by City Attorney
McDowell.
• Planning Director Hunter Simmons addressed the City Council regarding Agenda
Items o. 5, o. 6, and No . 7; and answered any questions if needed .
• Building Official Erik Cortinas addressed the City Council regarding Agenda Item
No . 26; and answered any questions if needed . He told the City Council that the
project at Twin Beech and Thompson Hall Road is in the County.
• Special Projects and Grant Manager Jessica Walker addressed the City Council
regarding Agenda Item No. 12; and answered a ny questions if needed . Ms. Walker
mentioned the City received $50,000.00 for the Barricade Grant.
There being no further business to come before the City Council, the meeting
was duly adjourned at 5:50 p.m.
